Commissioners of Loans were appointed by the Governor, with the consent of the State Senate, for the term limited by the Constitution and laws of the State. Monies were distributed to the Counties for the purpose of being loaned to persons who qualified for them. Applications for loans were made to the Commissioners of each County and were granted, or disallowed, by them.
