The Board proceeded to Elect a Chairman upon which, Gabriel S. Mead was unanimously elected.



On motion the Board then proceeded to ballot for Clerk, which resulted in the reelection of Robert Harkness.

The Town accounts of the several towns, including the reports of Coms. of Highways, were passes severally.



Mr. Siver presented an account of $25 in favor of Archibald Hand vs the County, he having paid that sum to the Deputy Sheriff for arresting Henry Signor, charged with stealing a horse from said Hand.

A motion to allow the account being made. Mr. Allaben demanded the ayes and noes.

Ayes - Messrs. George, Waters, Bunnell, Siver & Griffin. -5-

Noes - Messrs. Brown, Elwood, Paine, Parker, Wood, Miller, Penfield, Kentfield, Jackson, Allaben, Burhans & Maples. -12- Account Rejected.



Mr. Siver also presented an account in favor of John Archer for services in same matter. Rejected by a vote same as above.



On motion of Mr. Maples the following order was allowed by the Board ~

Resolved, that in the opinion of the board, the account of Ezra G. Hoag, Collector of School District No. 5 in the Town of Tompkins, for damages, costs & expenses paid by hm for & on account of a judgment obtained by Arnold S. Day against him as such Collector, amounting to $4.81 ought justly to be paid to him, and a majority of all the members elected to the Board hereby order & require that the said amount be paid to the said Ezra G. Hoag by said School District No. 5 of Tompkins.



On motion of Mr. Allaben

Resolved that the Clerk of the Board of Supervisors be authorized to enter lots assessed as non resident for highway purposes & not formed on the assessment rolls for the current year, for the purpose of collecting the tax levied on such lots for such purposes.



Adjourned to 6 1/2 p.m.



Met pursuant to adjournment at 6 1/2 p.m.



The Committee on the Equalization of Assessment Rolls, reported in substance as follows ~ That there be added to the assessed value of the real estate of the Town of Andes 3 percent, making an increase of about $11,000; to Bovina 3 per cent making an increase of about $7000; to Meredith 5 per cent making about $15,350; to Harpersfield 4 per cent making about $14,000. That three be deducted from the assessed value of the real estate of the Town of Hamden 4 per cent making a deduction of about $14,000; from Hancock 3 per cent making about $11,000; from Middletown 5 per cent making about $19,600 and from the Town of Masonville one per cent making about $2,650.

On motion of Mr. Maples the report was adopted.



The Board then proceeded by resolution to elect five Turnpike Inspectors, which resulted in the unanimous choice of the following named persons, viz ~

David M. Dart of Roxbury, William Parker of Davenport, Stephen M. Betts of Franklin, Thomas Marvine of Walton and Lemuel Sines of Middletown.



On motion of Mr. Parker

Resolved that accounts presented for allowance at the present meeting of the board & rejected for informality, may be allowed at the second or adjourned meeting of said Board.



On motion of Mr. Elwood,

Resolved that there be raised, levied and collected the sum of $250 for highway purposes on the aggregate of the taxable property of the Town of Colchester.

Thursday morning



Mr. Allaben moved that a Resolution be passed, directing the Clerk of this Board to furnish each of the papers published in this Village with a full & complete copy of the proceedings of this Board for publication at their discretion in time for its appearance in the first issue after the adjournment of this Board. The motion having bee seconded, the ayes and noes were demanded by Mr. Allaben.

Mr. Burhans offered the following -



Resolved that the Resolution passed by the Board of Supervisors on the 14th day of November 1851, declaring that in the opinion of this Board, rents reserved in leases in fee, or for one or more lives, or for a term of years exceeding 21 years, are not subject to taxation, under the act entitled "an act to Equalize Taxation" passed May 13th, 1846 for School District purposes and that the Treasurer of the County be advised not to pay the Trustees any such taxes in the event of their non payment in the District in which they were assessed be rescinded and that the Clerk of the Board serve a copy of this resolution of the County Treasurer.







A motion to pass the Resolution being made, the ayes and noes were demanded by Mr. Allaben.

Mr. Bell presented an account against the County in favor of James R. Allaben, of $178.36, that being the amount of Judgment rendered against Contine Connelly & Ira Whitcomb, Overseers of the Poor of the Town of Middletown, in favor of said Allaben.

On motion the account was laid over to the next meeting of the Board.



Mr. Maples, from the Committee to Settle with Treasurer, reported. Report on file.



On motion Board adjourned to 1 1/2 p.m..



Met pursuant to above adjournment at 1 1/2 p.m.



Mr. Allaben, from the Committee to Settle with the Sheriff, reported. That they had examined the accounts of the Sheriff, Under Sheriff & Jailor & believe them reasonable & correct. The accounts were presented as part of the report. Report adopted & placed on file on motion of Mr. Parker.



The Report of Wm. Gleason, Jr., Co. Judge, which was presented to the Board on Wednesday, adopted & placed on file.



Resolved that the list of Grand Jurors prepared by the Supervisors of the several Towns & handed to the Clerk, be the Grand Jurors for the ensuing year.



Mr. Parker from the Committee to Examine Justices and Constables accounts, reported. The accounts as adjusted by said Committee, were passed by the Board.



The Committee to Settle with the Supts. Of the Poor reported that they had examiend the books of the Superintendents and find disbursements therein charged for the current year, to the amount of $2652.80 for all which accounts the Supts. Presented satisfactory vouchers. Report adopted.



On motion adjourned to 6 1/2 p.m.

Board met pursuant to adjournment.



The account of Wm. Murray, Jr., Dist. Atty. allowed at $161.98.





On motion of Mr. Parker,

Resolved that there be raised a state tax of one quarter mill on a dollar on the valuation of the real & personal property in the County.



On motion of Mr. Allaben,

Resolved that all names on the Military Rolls of the several towns in the County liable to pay a commutation of fifty cents be transferred to the corrected assessment rolls of said Towns, and that the same be levied & collected of such persons at the same time in the same manner as other taxes are collected.



Adjourned to 8 1/2 a.m. Friday on motion of Mr. Parker.



Board met 8 1/2 a.m. pursuant to above adjournment.



On motion of Mr. Maples the following order was allowed by said Board.

Resolved, that in the opinion of the Board, the account of Dennis Wolcott, Trustee of School District No. 8 of Delhi & Meredith, for damages, costs & expenses, paid by him for & on account of a judgment against him, Chs. Post & Jotham Scudder, as Trustees, in favor of Robert Oliver, amounting to $39.41, ought justly to be paid to him, and a majority of all the members elected to the board, hereby order and require that the said amount be paid to said Wolcott by said School District No. 8 of Delhi & Meredith.



Mr. Murray, on the part of the inhabitants of said District, objected to the right of the Board to make an order on the matter, claiming that they had no jurisdiction of the subject.



Mr. Edgerton presented an account in favor of David Horton against school Dist. No.12 of Colchester and asked to have the same allowed against said District. The account amounted to $72.20/100 & was for damages, costs & expenses paid by said Horton as Trustee of said District by & on account of a judgment against him as such Trustee in favor of Wm. H. Fuller & Geo. H. Fuller.



Mr. White appeared on the part of the district to oppose the claim.



A motion being made to allow the account against the District, the ayes & noes were demanded, which resulted as follows:

Noes Messrs. George, Paine, Waters, Bunnel, Allaben, Burhans, Siver & Maples. 8 Motion lost.



The vote refusing to allow the account of said Horton, against said School District, was reconsidered on motion of Mr. Allaben.

Mr. Edgerton then withdrew the account. Mr. Allaben offered the following resolution:



Resolved that the distinction between Town & County Poor, in the County of Delaware be revived & that non residents, idiots & insane persons be supported by a County Tax & that all other persons be supported by a Tax on the Town in which they reside.



On motion the Resolution was laid on the table. Mr. Allaben consenting.



On motion, Board adjourned till 1 1/2 p.m.

Board met pursuant above adjournment.



Mr. Burhans presented an account in favor of Edward R. Saterlee, against the Co. for taxes paid on property assessed to h im, which he did not own.

On motion to allow the account the ayes and noes were demanded by Mr. Wood.

Mr. Burhans presented an account in favor of Garret Wallace for iron & work in repairing jail. Account rejected by 1 vote of Board.



Board then adjourned to visit Poor House.

Board met at 6 1/2 p.m. Roll called & all present.



The resolution to revive the distinction between Town & County Poor, was taken up on motion of Mr. Burhans.



Mr. Parker moved to postpone the question indefinitely. Ayes and Noes demanded on this motion.

Noes -Messrs. Paine, Waters, Wood, Penfield, Bunnell, Jackson, Allaben, Burhans, Siver, Griffin. -10- Motion lost.



Mr. Parker then moved to postpone the subject to the next annual meeting of the Board in order that the several Towns may have an opportunity to examine & discuss the expediency of the proposed change.

The following Resolution was offered by Mr. Burhans & passed.

"Whereas the practice adopted by the overseers of the Poor of many of the Towns of granting orders for temporary relief (designed it is believed to be applied only in cases of temporary emergency & when the subject of such relief cannot be removed to the County Poor House) has become an abuse, and in its effects greatly & unnecessarily increasing the expenses of the County. Therefore, Resolved, that in the opinion of the Board of Supervisors of the County of Delaware, the Poor Laws of this State ought to be so amended, as to make all orders for the temporary relief of the poor, made by Overseers of the Poor, a charge upon the Town in which such relief is granted & that the Clerk of the Board transmit a copy of this resolution to both branches of the Legislature of this State at the opening of its next session for its action thereon."



The vote refusing to allow the account of Garret Wallace was reconsidered on motion of Mr. Maples. Mr. Parker moved to h ave the account passed at $9.50 that being the full amount. Mr. Waters moved to amend so as to allow the account at $7.00.

Mr. Waters motion for an amendment being withdrawn, the ayes and noes were demanded on Mr. Parkers motion. The motion was lost by the following vote:

Noes - Messrs. Brown, Elwood, Paine, Waters, Wood, Miller, Bunnell, Kentfield, Jackson, Allaben & Siver. -11-



Mr. Parker then moved to allow the account at $8.00. Ayes and Noes demanded.

The Board then proceeded to designate by ballot, the papers to publish the Session Laws, which resulted in the choice of the Delaware Gazette & Deposit Courier.



On motion of Mr. Allaben,

Resolved that there be raised, levied & collected, on the Taxable property of the several Towns in the County, the sum of $6000, to defray County expenses.



Also, the sum of two thousand five hundred for the support of the Poor in said County. The Board, by resolution, directed the County Canvass to be published in the Delaware Express & Delaware Gazette.



On motion,

Resolved that the County & Town accounts & proceedings on the Equalization of the Assessment Rolls be published in the Delaware Gazette & Delaware Express.





The committee to Examine Co. Buildings reported. Report on file.



On motion

Resolved that the Clerk of the Board be required to collect all the books, pamphlets & other documents belonging to the Board of Supervisors, & present them to the Board at the next meeting.



Board adjourned to 8 a.m. Saturday.

The vote allowing the account of Burr Lyon was reconsidered & the account laid over to next meeting on motion of Mr. Parker.



On motion of Mr. Parker

Resolved that a Committee of three persons be appointed by this Board to report a suitable place for a new jail & to estimate the probable expense for the erection of the same & report the same at the next meeting of this Board.

Resolved that Daniel Rowland, Horace Griswold & G. H. Edgerton, Esqs. constitute said committee.

On motion Board adjourned to meet at 1 p.m. on the 14th day of December, next.









SECOND MEETING, Dec. 14, 1 p.m.



Board met & roll called, all present, except O. M. Allaben. After transacting some business, Board adjourned to 6 1/2 p.m.

6 1/2 p.m. board met.



Mr. Gordon presented an account in favor of Amos N. Ensign, for services as Constable in arresting Hinckley Woodmancy, charged with obtaining goods under false pretenses, rejected on motion of Mr. Waters.



Board adjourned to 8 1/2 Wednesday morning.



After meeting of the Board the Committee to settle with the Co. Treasurer reported, report accepted & filed.



The annual report of the Superintendents of the Poor was presented and read by Mr. McDonald, one of the Superintendents. Report accepted on motion of Mr. Elwood.



Mr. Waters from the Committee to settle with the Loan Commissioners, reported. Report accepted.



A Resolution was offered by Mr. Siver, requiring Seth H. White to pay $50 per year rent for the room in the Court House occupied by him as a law office. Laid on the table on motion of Mr. Waters.



On motion of Mr. Parker,

Resolved that the Commissioners of the United States Deposit Fund, be directed to examine into the condition of Mortgage Nos 277 & 280 & the security which the lands mortgaged offered for the payment of the moneys intended to be secured & if in their opinion said loans or either of them are not safe, then they be directed to require further security upon the same, or proceed & foreclose the same if such security is not give as the law requires.



The Committee appointed to examine & report the probable expense & c. of erecting a jail reported. Report filed.



Adjourned for one hour on motion of Mr. Maples. 1 1/2 p.m. board met & roll called.



Mr. Waters moved to take up the resolution offered by Mr. Siver, in regard to the room in the Court House occupied by Mr. White.

The ayes and noes were demanded on the original resolution. All the members present voted no, except the Chairman, he not voting.

Mr. Waters moved that Mr. White be required to pay $25 per year rent from the first day of Jany. next & that Mr. White be informed of the same. Ayes & Noes demanded.

The account of Mr. Allabens. Present at the first meeting, was then taken up for consideration. The account was a judgment costs expenses recovered against Ira Whitcomb & Contine Connelly, Overseers of the Poor of the Town of Middletown, amounting at the time of presentment to $178.36. Mr. Allaben asked to have the same assessed, levied & collected as other contingent charges of the County.

On motion to allow the same against the County the ayes and noes were demanded. All members voting in the negative except G. S. Mead, Chairman, not voting & O. M. Allaben, absent.

A like motion was then made to assess, levy & collect the same against the Town of Middletown & ayes & noes demanded. Vote same as above.



On motion of Mr. Parker

Resolved, that the laying before this Board of a certified copy of the docket of the judgment or the record there of, presented by James R. Allaben & in his favor against Ira Whitcomb & Contine Connelly, Overseers of the Poor of the Town of Middletown, to be assessed, levied and collected of the Town of Middletown or County of Delaware be and the same hereby is waived & dispensed with, the original judgment roll having been duly presented.



On motion of Mr. Maples the account of Mr Lyon which was laid over from the first meeting was taken up.

Resolved that a committee of 3 be appointed to examine said account & report this evening. Maples, Parker, Allaben & Burhans were appointed such committee.



On motion of Mr. Parker,

Resolved that in the opinion of this Board, the condition of the present jail of the County is such, that it requires to be rebuilt or repaired.

A committee of 3, consisting of Messrs. Waters, Bunnell & Elwood, were appointed to report a plan for the erection of a jail, similar to the plan proposed by the committee appointed at the first meeting and also a plan to raise the money necessary to erect the same.

The committee appointed to recommend a plan for the erection of a jail & c. reported. Report accepted & filed.



On motion of Mr. Maples,

Resolved that the time for the collectors of the several Towns to make their returns to the County Treasurer, excepting the Towns of Delhi, Franklin, Kortright, Harpersfield, Stamford & Meredith, be extended to the 15th day of Feby. 1853.



On motion of Mr. Allaben

Resolved that the County Treasurer be & he hereby is authorized to examine into the facts & circumstances in relation to the tax imposed on rents reserved in leases in fee or for one or more lives, or for a term of years exceeding 21 years, & returned in paid to his office, in the school district in Meekers Hollow in Roxbury & to issue his warrant & test the legality of such taxation on rents in that one case, if he shall deem it expedient.



On motion of Mr. Allaben

Resolved that the County Treasurer be authorized & he is hereby required to pay to the Supervisors of the several Towns, 3 cents for every name taxed on the military roll of said town who shall appear to have paid by the return of the collectors, out of the military fund.

On motion of Mr. Elwood, adjourned to 8 a.m. Thursday morning.

Mr. Gordon appeared & renewed the application fro the allowance of the account of the Trustees of School District No. 2 of Andes, against said District, which was laid over from yesterday.



On motion of Mr. Penfield,

Resolved that in the opinion of this Board, the account of Peter N. Bassett, Colon Robertson & Silas D. Hilton, School District No. 2 of Andes, for damages, costs & expenses paid by them for & on account of 2 certain suits brought against them as such Trustees by Wm. B. Stoddard & also the account of Colon Robertson, Marcus T. Peake & Peter N. Bassett against said School District for damages, costs & expenses paid by them as such Trustees of said District for & on account of two certain suits brought against them as such Trustees, one of said suits in favor of Henry Dowie & one in favor of Wm. B. Stoddard, in all amounting to $50.23 ought justly to be paid to them the said Trustees and a majority of all the members elected to the Board do hereby order and require that the said amt .be paid to said Trustees by said School District No. 2 of Andes.

And it was further

Resolved that in the opinion of the Board, the account of Peter N. Bassett against School Dist. No. 2 of Andes, for damages, costs & expenses paid by him for & on account of a certain suit brought against him as Trustee of said School District & Peter Drummond in favor of Nathaniel E. Burch & for damages, costs & expenses, paid by him for & on account of a suit brought against him as Trustee of said School District No. 2 & Peter Drummond, in favor of Henry Dowie, Jr. by his next friend Barney R. Johnson & also for damages, costs & expenses paid by him for & on account of a suit brought against him as Trustee of said School District & Peter Drummond, in favor of Agnes Dowie by her next friend Barney R. Johnson, in all amounting to $16.25, ought justly to be paid to the said Peter N. Bassett by said School District and a majority of all the members elected to the Board do hereby order & require that the said amount be paid to said Peter N. Bassett by said School District No. 2 of Andes.



The Committee appointed to examine the account of Burr Lyon reported. Report accepted & placed on file.



Mr. Brown moved to reconsider the vote on the Resolution passed Nov. 15th on motion of Mr. Parker, in relation to the distinction between Town & County Poor. The motion was decided to be out of order.



An appeal being taken from the decision of the chair, the following persons voted to sustain the decision. Messrs. George, Elwood, Paine, Parker, Kentfield, Jackson, Allaben, Siver & Maples. -9- To overrule the decision Messrs. Brown, Waters, Wood, Miller, Penfield, Bunnell, Burhans & Griffin. -8- Decision sustained.



Mr. Elwood & Mr. Parker were appointed to repair the Jury Box in the Court House & were authorized to draw from the Treasurer the necessary funds for the same.



The annual report of the Superintendents of the Poor was directed to be published in all of the papers in the Co.



Resolved that the Treasure be authorized to borrow money to supply any deficiency in the amount raised to meet the current expenses for the year.

The undersigned, a committee appointed by the Board of Supervisors of the County of Delaware, on the 13th day of November, 1852, to report a suitable place for and the probable expense of a new jail for said County respectfully report: That in pursuance of said Resolution they have the subject under consideration and have agreed to submit the following statement -

In their opinion an entire new jail need not be erected, but that a suitable addition may be made to the present one, which will answer the desired purpose. The addition is to be made to the north west end of the present building & is to be twenty four feet wide by eighteen feet deep, of sufficient height to make two stories or tier of cells. Each story or tier to have two cells, each cell to be as near as practicable twelve feet square. The outside wall of the cells to consist of square timber compactly placed together & fastened to each other with iron or other suitable fastings. The timber for such outside walls to be ten inches square of hemlock or hard wood as may be deemed best by the Board, though the estimates of the committee are based upon hemlock timbers. On the inside each story or tier is to be divided into two cells by walls to be made of timbers eight inches by ten. The inside of the cells to be lined with heavy sheet iron to be securely spiked on to the square timbers, upon the iron is to be fastened hard wood plank two inches thick to be fastened by iron spikes upon the outer timbres, the floors to be made as follows, first a course of square timber, eight inches square upon this a course of iron similar to that mentioned for the walls & to be similarly fastened to the square timbers, upon that a course of hard wood, two inch plank & to be spiked to the timbers below, the plank for the floor & walls are not to be jointed at all in the cells except where the floors & walls meet, then the floors & wall are to be dovetailed together, in each is to be place a furnace. Each of the cells is to be warmed with hot air from the furnace, no sinks are to be built in the cells in the place of them tubs are to be used. These to be emptied into an outside sink between the rest of the cells & the present building is to be a hall six feet wide with a flight of stairs leading to the upper cells. The outer side of the outer walls is to be clapboarded & painted, the expenses are estimated at $2000. It is deemed that this amount will be ample to make the building as strong as iron can make it. Your committee in this report do not make or recommend any disposition of the present of the cells as that was not referred to them, all which respectfully submitted.

Whereas the County Jail is in such a dilapidated condition as to render it unfit for the confinement of prisoners, therefore RESOLVED



1st that it is necessary that an addition to the same be erected & that G. H. Edgerton & D. H. Pardee are hereby appointed Commissioners for the purpose of superintending the erection of the same.

2nd RESOLVED that the said Commissioners are hereby authorized to erect an additional to the jail according to the plans submitted to the Board of Supervisors on the 15th Dec. 1852 by G. H. Edgerton, D. Rowland & Horace Griswold, except that the said Commissioners shall have authority to so enlarge the said plans as to make the cells 12 feet by 14 & 9 feet in height if they shall deem such enlargement necessary.

3rd RESOLVED that the said Commissioners are hereby authorized for the purpose of defraying the expense of erecting such building to loan the sum of $2000 in such sums & at such times as may be necessary & give their note or bond for the said sum of money conditional for the payment of the same in annual installments of $500 & interest on the first day of Feby. In each year & said note or bond so given by said Commissioners shall be deemed to be a debt against the County.

4th RESOLVED that the said Commissioners are further authorized to remove the cells in the present jail & furnish the same into suitable rooms for a dwelling if such alterations can be made for the additional sum of $250 together with any surplus that may be of the $2000 provided for the addition & they are authorize to loan the same on the same conditions as the before mentioned $2000.

Overseers of the Poor in the several Towns for services 90.37

For relief given by the Overseers of the Poor in the several Towns

and sent to us in the shape of accounts and audited to them and checks given 286.53

Making the whole amount as above for which we have issued checks $2,712.54



The amount of money placed to the credit of the Poor Fund for the year

commencing Nov. 1st, 1851 was $2,500.00

The am't of Excise money rec'd by the Treasurer, and placed to the

credit of the poor fund, was 455.00

There was also the sum of $22.55 from the estate of Mary Ann Golden,

a pauper in the County House, paid to the Treasurer, and added to the

poor fund on the 16th day of June last; and also $13.00 from P. Evans,

a pauper, same date, by John McDonald, one of the Supt's of the Poor, making 35.55

Making the whole amount placed to the credit of the poor fund during the year

ending Nov. 1st 1852 2,990.55

Whole amount of poor money, as above 2,990.55

Whole amount of checks 2,712.54

Leaving a balance in the Treasury of 278.01

The Overseers of the several Towns have drawn from the Co. Treasury

by way of temporary relief orders, (this is an expenditure over which we

have no control) the sum of 749.89

The Overseers of the several towns have also drawn from the Treasurer,

for temporary relief, as state above 286.53

Making in all drawn from the Treasurer by the Overseers of the Poor

for temporary relief $1,036.42

The Town accounts of the several Towns including the Highway money of the several towns were passed severally.



Mr. Kiersted presented an account which was rejected on the ground of informality in the affidavit. Whereupon, Mr. Mead offered the following Resolution which was passed.

Resolved that all accounts presented to the Board of Supervisors at their first meeting & rejected on account of any informality, shall be allowed to be presented to the Board at its second meeting to be considered & acted upon.



On motion of Mr. Titus ordered that a charter be granted to the Sidney Bridge Company and that said Company be allowed to charge toll,

The following are the orders passed:



In the Matter of the

Incorporation of the

Sidney Bridge Company - At an annual meeting of the Board of Supervisors of the County of Delaware held at Delhi in said County on the 16 day of November 1853.

On reading & filing the application of the Sidney Bridge Company & on reading & filing a copy of the articles of association of said Company duly certified to be such copy by the State Engineer & Surveyor of the State of New York & by the Clerk of the County of Otsego & the Clerk of the County of Delaware & it appearing by such certificates that such articles of association have been duly filed in the State Engineer & Surveyor's Office & in the Clerk's Office of the County of Delaware & of the County of Otsego; And on proof of the due publication of a notice of this application in a public newspaper printed in said County of Delaware & in a public newspaper printed in said County of Otsego and a majority of all the members elected to said Board assenting thereto,

Ordered that said Company have authority to construct, keep & maintain a bridge across the Susquehannah River opposite the Village of Sidney Plains from the Town of Sidney in the County of Delaware to the Town of Unadilla in the County of Otsego & described as follows - a covered bridge about 2.50 long 16 feet wide & to have two tracks & constructed of wood & supported by stone abutments standing on each shore & a stone pier in the center of said River.

And the said Company are hereby authorized to construct, keep & maintain such bridge under & by virtue of an act of the Legislature of the State of New York entitled "an act to provide for the incorporation of Bridge Companies, passed April 11th 1848" for the term of fifty years from the 3rd day of May 1853 & shall be known as the Sidney Bridge Company.



In the Matter of procuring

a Charter of the Sidney Bridge Company - At an annual meeting of the Board of Supervisors of the County of Delaware held at Delhi on the 16 day of November 1853.

On reading & filing the certificates of the Judge of Otsego County & the Certificate of the Judge of Delaware County, which certificates have been duly filed in the office of the Clerk of Delaware County & it appearing by said certificates that the Sidney Bridge Company own a bridge situate in the Counties of Delaware & Otsego across the Susquehannah River from the Town of Sidney, Delaware County to the Town of Unadilla Otsego County & that such Bridge is constructed & completed in a manner safe & convenient for the public use, and a majority of all the members elected to said Board assenting thereto

Ordered that said Company may erect a toll gate at such Bridge & demand & receive for the use of said Company a toll not exceeding the following rates to wit:

for every coach phaeton or other pleasure carriage drawn by four horses thirty seven & a half cents, drawn by two horse twenty five cents, drawn by one horse twelve 7 a half cents, for every wagon or cart other than pleasure carriages drawn by four horses, mules or oxen twelve & a half cents, drawn by one horse, or mule eight cents and for every additional horse mule or ox four cents. For every sleigh or sled drawn by two horses, mules or oxen twelve and a half cents for every sleigh or sled drawn by one horse or mule nine cents, for every horse & rider six cents, for every horse, jack or mule led or driven three cents, for every foot passenger two cents, for every score of cattle twenty five cents, for every score of sheep or hogs twelve & a half cents & in that proportion for a greater or less number.

Mr. Edgerton moved to allow Mr. Wm. Thompson $17.50 for sheep killed by dogs, to be paid out of the dog fund. The ayes and noes being ordered resulted as follows:

Mr. Mead, Chairman of the Equalizing Committee, made following Report.

The Committee appointed to Equalize the Assessment of Real Estate in the County after having carefully examined the assessment rolls of the several towns and compared the same would respectfully recommend that the aggregate valuation of real estate in the Towns of Colchester, Masonville & Stamford be raised four per cent, the Town of Kortright three per cent, the Town of Meredith two per cent. That there be deducted from the aggregate valuation of the real estate of the Town of Delhi five per cent, all of which is respectfully submitted.

On motion of Mr. Titus the Report was accepted. The following Resolution was passed on motion of Mr. Edgerton.

Resolved that the County Judge be requested to make and present to this Board a catalogue of the Law Books within his knowledge belonging to the County & that he be requested to keep said books in his possession & to gather such, if any, as have been taken from the Court House.



The Board adjd. One hour for dinner & met pursuant to the adjournment.



The Committee to Examine Court House & Jail reported substantially as follows:

That they have examined the Court House & Jail & find that the Court House is in a bad state for want of ridge boards which are but partly put on & the roof leaks & know no alterations except the furnishing the jail as begun, this report was read & approved.

On motion of Mr. Mead ordered that the Sheriff be a committee to repair the roof of the Court House.



On motion of Mr. Burhans order that the County raise for State Tax one mill on a dollar on all the real & personal property in the County.



On motion of Mr. Edgerton ordered that the County raise $2500 to be appropriated to the Poor Fund.



The report of the Superintendents of the Poor read & approved & placed on file.

On motion of Mr. Dimmick

Resolved that the County Treasurer be & he hereby is authorized to examine into the facts & circumstances in relation to the taxes imposed on rents reserved in leases in fee or for one or more lives or for a term of years exceeding 21 years & returned unpaid into his office in the School District No. 7 in ---- Town of Middletown County of Delaware & to issue his warrant & test the legality of such taxation or rents in that one case if he should deem it expedient.



On motion

Resolved that the list of Grand Jurors prepared by the Supervisors & handed to the Clerk be the Grand Jurors for the ensuing year.



On motion

Resolved that the names in the Military Roll liable to pay commutation tax be transferred to the corrected assessment rolls of said Towns & the same to be levied & collected of such persons at the same time & in the same manner as other taxes collected.



Judge Gleasons report was read & approved and placed on file.



D. M. Leal presented an account of $4.00 for Constable services which was rejected.

Jas. R. Allaben presented a claim which was in judgment amounting to $171.52, the original judgment roll was presented, which was laid over till next meeting of the Board.

On motion of Mr. Edgerton ordered that the report & resolutions in relation to the building of the new jail be recorded in the last years minutes.



On motion of Mr. Edgerton the Board proceeded to ballot for County Sealer, which resulted in the election of David. H. Pardee.



On motion of Mr. Dimmick, Ira Whitcomb, John Feris, Ezekiel Wiest & Thomas Burleson were chosen Inspectors of Turnpike & Plank Roads.



Motion was then made to allow Mr. Kentfield's bill of $5.20. The ayes and noes being order. Resulted as follows:

On motion Board proceeded to ballot for printers to publish the Session Laws, which resulted Delaware Gazette receiving eleven, Delaware Express received seven votes.

The Report of the Committee to Settle with the County Treasurer was read & accepted & ordered to be recorded.



On motion of Mr. Edgerton ordered that the papers be classified & arranged and the desk be kept locked by the Clerk.

Resolved that from & after the first of January 1854 the District Attorney of Delaware County shall receive an annual salary of Four Hundred dollars which shall be in full for all his services a s such District Attorney.

Mr. Burhans moved to allow $68. Motion was withdrawn and Mr. Allaben received the above request for $10 for each family or individual charged in the complaint & cost. The ayes & noes being called resulted as follows:

On motion of Mr. Goodrich, the vote on Mr. Allabens claim was reconsidered. Mr. Dimmick moved that Mr. Allaben be allowed $135 to settle his claim , carried.



On motion of Mr. Edgerton

Resolved that the Committee for building the new jail & repairing the old one (Messrs. G. H. Edgerton & D. H. Pardee) be authorized if in their judgment the public interest require it & the purchase can be made upon reasonable terms, to purchase of Judge Hathaway, a strip of land back of the jail for the use & convenience of said jail.



On motion of Mr. Waters ordered that the County Treasurer be authorized to borrow money to meet the current expenses of the County in case of deficiency.



On motion of Mr. Waters order that the building Committee of the jail be authorized to construct an enclosure around the jail of wood or stone as the deem proper.



On motion

Resolved that the time for returning the warrants be extended to the 20th of February next in all the Towns.



Mr. Edgerton presented a Memorial to the Legislature to be signed by the Chairman & Clerk & forwarded to members from this Co. Carried.

Mr. Waters offered the following Resolution which was passed.

Resolved that E. I. Burhans, George Thompson and G. H. Edgerton be authorized if in their opinion they shall deem it expedient to construct a suitable building on the Poor House Farm for the accommodation of Lunatics & Idiots and that they be authorized to borrow on the credit of the County the sum of $1500, if that sum shall be found necessary, to be expended in the construction of said building & that said loan be made payable in two equal annual installments payable on the first day of February in each year.



On motion of Mr. Edgerton the Board adjourned sine die.

We, the Superintendents of the Poor of the County of Delaware, preent to the Board of Supervisors the following Annual Report:



There has been drawn from the Treasurer, for which we have issued Checks, from Nov. 1st, 1852 to Nov. 1st. 1853 $2823.78

Which was expended as follows:

For provision and clothing for support of the Poor at the County House 1,256.00

Keepers salary $350.00 of which was paid by Superintendents checks,

year commencing on the 1st day of November, 1852 by the Board

of Supervisors was $2500. $2,500.00

The amount of Excise money received by the Treasurer, and placed

to the Poor Fund was $470.00 470.00

There was also the sum of $113.97 from the estate of Mary Ann

Golden, a lunatic in the County House, paid to the Treasurer and

added to the poor fund on the 29th day of November, 1852, making

the whole amount placed to the poor fund during the year $ 3083.97

Mr. Elwood offered a resolution to raise the sum of $250 in Middletown for addition to $250 recommended by the Commissioners of Highways for Highway & Bridge purposes which resolution in motion of Mr. Burhans passed.

Mr. Maples offered a like resolution as to the Town of Tompkins which on like motion passed.

Mr. Waters offered a resolution that $250 be levied upon the Town of Franklin for Highway & Bridge purposes which on motion of Mr. Hughston passed.

Mr. Waters offered a resolution that $40 be raised in Franklin to pay Highway damages, which in motion of Mr. Hughston, passed.

Mr. Morse presented a resolution that $250 be raised in the Town of Andes for Highway & Bridge purposes, which in motion of Mr. Burhans, passed.

Mr. Radeker presented a like resolution as to the Town of Colchester which on like motion passed.

Mr. Mann presented a like resolution that $125 be raised in Meredith for Highway & Bridge purposes which on motion passed.

Mr. Grant presented the accounts as audited by the Town Board of Stamford amounting to $317.54 in which is included $150.31 for Highway & Bridges which amount was ordered assessed & levied upon that Town.

Mr. Mann presented list of Town accounts of Meredith as audited by the Town Board, amounting to $200.95 which amount was ordered levied upon that Town.

Mr. Mead presented list of town accounts as audited by the Town Board of Walton amounting to $561.70 which amount was ordered levied upon that Town.

Mr. Dayton presented list of Town accounts as audited by the Town Board of Harpersfield amounting to $118.79 which amount was ordered levied upon that Town.

Mr. Morse presented list of Town accounts as audited by the Town Board of Andes amounting to $236.99 which amount was ordered levied upon that Town.

Mr. Allison presented Town accounts as audited by the Town Board of Hancock amounting to $655.94 in which amount was included $250.00 for Highway & Bridges which amount was ordered levied upon that Town.

Mr. Waters presented list of Town accounts as audited by the Town Board of Franklin amounting to $251.78 which amount was ordered levied upon that Town.

Mr. Elwood presented list of Town accounts of the Town of Middletown as audited by the Town Board amounting to $228.77 which was ordered levied upon that Town.

Mr. Maples presented list of Town accounts as audited by the Town Board of the Town of Tompkins amounting to $493.82 the sum of $488.39 ordered levied upon that Town, $5.93 in Supervisors funds to make up difference.

Mr. Brown presented list of Town accounts as audited by the Town Board of Bovina amounting to $341.90 in which is included $200 for Highway & Bridges. ($5 in the hands of the Supervisors) $236.90 ordered levied upon that Town.

Mr. Goodrich presented list of Town accounts as audited by the Town Board of Davenport amounting to $143.04. Also offered a resolution that $500 be raised in that Town for Highway & Bridge purposes which resolution passed and both amounts were ordered levied upon that Town.

Mr. Wattles presented Town accounts of Sidney as audited by the Town Board of that Town amounting to 217.92 and report of Comm'rs. Of Highways recommending that $250 be raised for Highways & Bridges. Both of which amounts were ordered levied upon that Town.

Mr. Wood presented Town accounts as audited by the Town Board of Hamden amounting to $198.01, also $339 for Highways & Bridge purposes, also on account of $4.59 which last was audited against the Town of Hamden and $541.69 was ordered levied upon said Town for to meet the several matters.

Mr. Elwood presented the following Resolution -

Resolved that John McDonald of Kortright be and hereby is appointed Superintendent of the Poor of this County to fill the vacancy occasioned by the resignation of Joel H. Miller.

Which motion was laid upon the table until after dinner.

Mr. Rufus A. King appeared before the Board and presented a certified copy of a Judgment Roll in the Supreme Court against Ferris Swart, Overseer of the Poor of the Town of Davenport, in favor of Miles Sines of $84.22. Roll filed Oct. 3d, 1854 in Del. Co. And asked that the same together with interest till Feby. Next & $3.50 for certified copy of Judgment Roll in all $89.73 and asked the same be levied and assessed upon Davenport.

Mr. Hughston made motion to that effect which passed.



Mr. Hughston moved that a committed of three be appointed to confer with the Trustee of the First Presbyterian Church in Delhi as to the propriety of selling the said Church a piece of ground adjacent to their Church Edifice, which motion was carried. And, Messrs. Hughston, Brown & Wood were appointed such committee.



It was moved and carried, that the vote auditing the above Judgment in favor of Miles Sines and charging it upon the Town of Davenport, be reconsidered.



On motion of Mr. Hughston it was ordered that hereafter the salary of the District Attorney be paid quarterly, to wit, on the first days of April, July, October and January.



Mr. Seth H. White presented an account of $30 for expenses incurred by E. G. Miller, Wm. Hawk, Jr. & Jas. H. Dow, Trustees of joint School District No. 21 in Colchester & Walton and asked for an order authorizing said account to be levied, assessed & collected of the taxable inhabitants of said District. Whereupon on motion of Mr. Allison,

Resolved that in the opinion of the Board the account of Earl G. Miller, William Hawk, Jr. & James H. Dow, Trustees of joint School District No. 21 composed of the Towns of Walton and Colchester for costs and expenses paid by them for & on account of certain suits commenced against them by Phebe Denio & Alexander Morton amounting to thirty dollars ought partly to be paid to them & a majority of all the members elected to the Board hereby order and require that the said amount be paid to said Earl G. Miller, William Hawk & James H. Dow by the said School District No. 21 composed of the Town of Walton & Colchester.



Mr. Maples presented an account of $19.88 in favor of Levi Lawson, Stephen H. Grotevant & Jesse Teed for expenses in conducting a lawsuit and asked that an order be made authorizing the sum to be levied, assessed and collected of the taxable inhabitants of School Dist. Nos. 19 & 32 in the Town of Tompkins, whereupon on motion

Resolved that in the opinion of the Board the account of Levi Lawson, H. Grotevant & Jesse Teed, Trustees of School District No. 19 & 32 in the Town of Tompkins for costs and expenses paid by them for and on account of a certain lawsuit with Elijah Warren amounting to $19.88 ought justly to be paid by them & a majority of all the members elected to the Board hereby order and require that the said account be paid to said Levi Lawson, Stephen H. Grotevant & Jesse Teed, Trustees of School Dist. No. 19 & 32 in Tompkins.



A list of the Town accounts of the Town of Colchester as audited by the Town Board was hereby presented by Mr. Radiker amounting to $493.45 which amount was ordered levied upon that Town.

Mr. McKee presented the Town accounts of the Town of Kortright amounting to $389.11 as audited by the Town Board which amount was ordered levied upon that Town. $175 is for Highway & Bridge purposes, $3.42 is to be deducted on account of money in Supervisors hands.

Mr. Hughston presented list of Town accounts of the Town of Delhi as audited by the Town Board amounting to $350.26 which amount was ordered levied upon that Town.

Mr. Hughston offered a resolution that $700 be levied and assessed upon the Town of Delhi for Highway & Bridge purposes, which on motion passed.

Mr. Elwood presented an account of a Judgment in favor of Jacob Myres against the Trustees of School District No. 10 in the Town of Middletown rendered by E.I. Osterhoudt, Justice, June 23rd 1854 for damages and costs $53.35 and asked that the sum be levied upon said District. Whereupon on motion of Mr. Hughston

Resolved that in the opinion of the Board the account of a Judgment of Jacob Myres against the Trustees of School District No. 10 in the Town of Middletown rendered by E. I. Osterhoudt, Justice, June 23rd, 1854 for damages and costs $53.35 ought justly to paid a majority of all the members elected to said Board hereby order and require that the said account be levied and assessed upon and paid by said School Dist. No.10 in the Town of Middletown.



Mr. Elwood presented an account in favor of Levi Jenkins, Thos. Tompkins, Junr. & Samuel Cartwright of $25.11 against School Dist. No. 6 in the Town of Middletown and asked that the same be levied and assessed upon said District. Whereupon on motion of Mr. Elwood

Resolved that in the opinion of the Board the account of Levi Jenkins, Thomas Tompkins, Junr. & Samuel Cartwright, Trustees of School District No. 6 in the Town of Middletown for costs and expenses paid by them for an on account of a certain lawsuit with Noah Dimmick amounting to $25.11 ought justly to be paid to them and a majority of all the members elected to the Board hereby order and require that the said account be paid to said Levi Jenkins, Thos. Tompkins Jr. & Samuel Cartwright by the said School District No. 6 in the Town of Middletown.



Mr. McKee presented the following resolution which on motion was laid upon the table.

Resolved that the law respecting the removal of noxious weeds from the public highways be so awarded as to leave it optional with the overseers as we cannot return our warrants according to law and thereupon are not returned at all or few of them.

The Chairman on Equalizing appeared before the board and presented the report of that committee, which report on motion of Mr. Morse was laid upon the table to be called up.



Mr. Kentfield presented the Town accounts of the Town of Masonville as audited by the Town Board amounting to $234.93 which amount was ordered levied upon that Town.

Mr. Kentfield presented the report of the Commissioners of Highways of the Town of Masonville and moved that $325 be levied upon that Town for Highways & Bridges and road damages which motion was carried.



Mr. Radeker presented a petition of the Commissioners of Highways of the Town of Colchester asking that $250 be raised and levied upon the County for Highway and Bridges purposes in said Town.

On motion of Mr. Morse the above petition was laid upon the table to be called up.



Mr. Elwood presented a resolution that all persons ordered out to fight or stop the ravages of fire in the woods by authority shall be paid $1.00 per day by the Town or County as the Board shall direct while such services may be necessary to stop the ravages of such fire.

On motion of Mr. Morse this Resolution was laid upon the table.



Mr. Morse, Chairman of the Committee on Constables and other claims, presented and read their report which on motion of Mr. Mead was adopted and the several accounts charged upon the County and several Towns as reported.

The Judgment against Swart, Overseers, was here again taken up and recharged, and ordered assessed upon the Town of Davenport.



The report of the County Judge was here taken up and accepted.



The following resolution was here taken up and on motion of Mr. Kentfield passed:

Resolved that the County Treasurer shall be entitled to receive as and for his fees & compensation the one half of one percent for actually receiving all moneys and the one half of one per cent for actually disbursing all moneys provided such fees and compensation shall not in the whole exceed five hundred dollars in any one year.



Mr. Hughston presented an account of $26 in favor of Charles Post against School District No. 8 in the Town of Delhi and Meredith. Charles Post & Philander Myres, two of the Trustees of said Dist .present, Wherefore on motion

Resolved that in the opinion of the Board the account of Charles Post of $26 against joint School District No. 8 in the Towns of Meredith & Delhi for costs and disbursements in defending lawsuits brought against him and other by William Douglas ought justly to be paid to him a majority of all the members elected to the Board hereby order and require that he said account be paid to Charles Post by the said joint School District No. 8 in the Towns of Meredith & Delhi.



The Town accounts of the Town of Roxbury as audited by the Town Board, amounting to $227.80 were here presented by Mr. Burhans and that amount was ordered levied upon that town.

On motion, it was

Resolved that there be assessed and collected on the County, the sum of Five Thousand Four Hundred and Three Dollars and five cents for the support of Common Schools.



On motion of Mr. Burhans, Ordered that the County raise for State Tax three fourths of a mil on a Dollar on all the Real and Personal Property in said County.



On motion of Mr. Mead,

Resolved that the names in the Military Rolls liable to pay a commutation Tax be transferred to the corrected assessment rolls of the several towns and the same be levied and collected of such persons at the same time and in the same manner that other taxes are collected.



On motion

Resolved that the List of Grand Jurors proposed by the several Supervisors & handed to the Clerk be the Grand Jury for the ensuing year.



Mr. Grant, Chairman of the Committee to Examine Court House and Jail, read report of that committee which was accepted and the Sheriff, on motion, was authorized to make all necessary repairs to both buildings.



Mr. Wattles presented an account in favor of P. G. Rifenbark of $68.16 & moved that it be allowed at $50. Ayes and noes demanded:

Mr. Brown moved the following resolutions which was lost -

Resolved that the assessed valuation of the Town of Bovina be raised 1/3 of one per cent and that the assessed valuation of the Town of Harpers field be raised 2 per cent, instead of the per cent reported by the Committee on Equalization and that Middletown be raised 3 per cent and Franklin 2 per cent.

It was moved that the report of the Committee be adopted. Ayes and Noes demanded.

Which report on motion was adopted, and the Chairman, on motion, was authorized and empowered to execute a conveyance of the land described to the Trustees of said Church.

November 17, 1854

Mr. Morse moved that the Superintendents of the Poor be requested to report the amount in their opinion necessary to be raised for the support of the poor.

The Supts. Reported three thousand Dollars.

On motion of Mr. Morse that amount was ordered raised for poor purposes & ordered placed to the credit of the Poor Fund.



Mr. Waters, Chairman of the Committee to Settle with the Treasurer, presented the report of the committee and presented the Treasurers report both of which were received and accepted.



On motion of Mr. Waters, it was ordered that the $40 be raised on the County for the N. Y. Institution of the Dead & Dumb and $40 for the Insane Asylum.



The Bond of Horatio N. Buckley, Treasurer elect, with sureties, was here presented and accepted.



The books securities & c of the U.S.D.F. Comm. were examined & no directions given in relation thereto.



On motion of Mr. Hughston, Mr. O. I. Hatfield & A. G. Boomhower were allowed to present their accounts for services as Supts. Of the Poor at the next meeting.



On motion of Mr. Kentfield

Resolved that all accounts presented at this meeting of the Board and rejected on account of informality may be presented at the next meeting and acted upon.



Mr. Hugston presented the following resolution -

Resolved that the printing of the Town and County accounts and the Equalization and Assessment Rolls and the Report of the Superintendents of the Poor be published in the Bloomville Mirror & Deposit Democrat, and that the report of the County Judge be published in the Delaware Gazette & Delaware Express.

To which Mr. Waters moved the following amendment to wit: to publish the accounts Equalization of the Assessment Rolls in the Delaware Gazette and Deposit Union Democrat and the report of the Superintendents of the Poor and report of the County Judge in the Bloomville Mirror and Delaware Express. Ayes and Noes demanded.

The Board proceeded to designate two papers to publish the Session Laws, and after balloting it appearing that the Delaware Gazette and Delaware Express had the greatest number of votes cast were declared to be the papers designated to publish the Session Laws for the ensuing year.



Mr. Morse moved that when the Board adjourned that it adjourn to the 13th day of December at 10 o'clock a.m. which motion was declared carried.



It was moved that there be raised in the County the sum of $11,100.00 for contingent expenses which motion was lost.

It was then moved that $10,500 be raised as a contingent for the county expenses. Ayes and noes demanded.

Mr. Elwood presented a transcript of a judgment in favor of Robert Kerr, Agt., Orson M. Allaben, David Barber & David Scott, Trustees of School District No. 17 in the Town of Middletown. Judgt. Rendered June 30th 1854 for damages and costs $20.64. And moved that the same be levied and assessed upon the taxable property of said Dist. And

On motion of Mr. Morse

Resolved that in the opinion of the Board, the account of Orson M. Allaben & others, Trustees of School Dist. No. 17 in the Town of Middletown for a judgment against them before E. I. Osterhoudt, Justice in favor of Robert Kerr of $20.64 rendered June 30th 1854 ought justly to be paid by said School Dist. And a majority of all the members elected tot he Board, hereby order and require that the said account be paid to said Orson M. Allaben & others, Trustees by said School Dist. No. 17 in the Town of Middletown.



Mr. Morse moved that a committee of three be appointed to examine the accounts of the building committee to repair Jail & c. and to erect building on County Farm for the insane. Which motion was carried. Messrs. Morse, Waters & Mead were appointed such committee.



The Annual Report of the Board of Superintendents of the Poor was here presented and on motion of Mr. Morse accepted.



The following Preamble and Resolution was presented by Mr. Morse and on his motion adopted -

"Whereas there is erroneously included in the tax roll of the Town of Middletown for the current year the sum of $28.10 more than there should be, on account of rejected taxes and the same is ordered paid to the County Treasurer. Therefore,

Resolved that the Treasurer of the County be directed to place to the credit of the Town of Middletown, after the collector shall have made his return, the sum of $28.10, to be drawn by the Supervisor of said Town, for the benefit of the Town."



Mr. Morse moved the following resolution which passed -

Resolved that if the sum ordered to be raised for the expenses of the current year shall be insufficient for that purpose, the Treasurer is hereby authorized to borrow on the credit of the County such sum as shall be sufficient to supply any deficiency.



On motion of Mr. Morse,

Resolved that the Collectors warrants be made returnable on the 15th day of February next.

Delaware County, ss: I, James R. Allaben, Clerk of the board of Supervisors of the county of Delaware, do hereby certify that the preceding is the amount of compensation audited by the Board of Supervisors of said County to the members thererof severally (except an account of $5.20 audited Lewis Kentfield, being number 8 of County accounts) within the year 1854, and the items and nature of such compensation, that said Board was in session six days within such year, and the distance traveled by the members respectively is correctly set forth in their several accounts. That no accounts were audited or allowed to any member of the Board, or any other person without be verified according to law, excepting Nos. 72 & 73 of accounts audited at first meeting of $40 each and also No. 8 of $15, No. 10 of $123.25, No. 11 of $100 and No. 14 of $175 of accounts audited at second meeting.

Annual Report of the Superintendents of the County of Delaware 1854



We, the Superintendents of the County of Delaware present to the Board of Supervisors the following Annual Report:



There has been drawn from the Treasurer for the support of the Poor

in the County House, from Nov. 1, 1853 to Nov. 1, 1854 $3,398.14

Which money has been expended as follows:

For provisions and clothing for the support of the

Poor at the County House $1,679.04

For Keepers Salary 359.00

For Hired man's services 170.27

For Physicians bill 61.15

Making the whole expenses for the support of the

Poor at the County House, besides the produce

of the County Farm, as per above 2,260.46

$1,137.68



Thre has been drawn from the Poor Fund for

the support of the poor in the different towns

by way of temporary relief, given by the towns,

and sent to us in the shape of accounts, and

audited by us $ 498.80

Paid the overseers, for their services 205.08

Physicians bills in the several towns for

services on what is called out door poor 212.12

For Constables fees 22.38

For Justices Fees 27.26

For Counsel Fees 177.09

$1,137.68



There has been drawn from the Treasury in the

shape of temporary relief by the town Overseer

of the several towns, and of which sums we

have no control 852.28

There has also been drawn from the Treasury

for the Transportation of paupers to the

County House 78.21

The amount of money placed to the Poor fund

for the year ending Nov. 1st, 1854 was 2,500.00

The amount of excise money received by the

Treasurer and placed to the poor fund is 400.00

There was also received by the Treasurer from

the estate of Mary Ann Golden, and placed to

the poor fund 108.29

The Treasurer has also received fines and placed

to the poor fund 285.01

Making the amount placed to the credit of the

poor fund 3,393.81

Making the balance in favor of the poor fund 104.83

The no. of paupers remaining in the County

House Nov. 1, 1853 61

There has been admitted into the County

House from Nov. 1, 1853 to Nov.1, 1854 77

Making the no. relieved 138

Of whom have been discharged during the year 52

The average number of paupers supported in the

County House during the year from Nov. 1, 1853

to Nov. 1, 1854 was 62



The average cost of each person thus supported besides the produce of the County farm, is about 70 1/2 cents per week.



The number of poor in the County temporarily relieved the past year as near as we can ascertain is about 550.

The inmates of the County House, many of them the past year have been sick with various diseases which proved fatal to many of them, as you will notice in the report above, but they are now in a clean comfortable and healthy condition.

The children have been instructed the past year by a competent teacher, and have made reasonable improvements in learning.



All of which is respectfully submitted.
