At a Special meeting of the Board of Supervisors of the County of Delaware held at the Supervisors rooms in Delhi pursuant to legal call & notice Oct. 14th, 1868.

Board called to order by Robt. Gemmel, Clerk of 1867.

Roll called and quorum present.

On motion of Mr. Mead, John G. Graham was chosen Chairman pro tem.

Mr. Lyon appeared for Wm Gleason, Attorney for Board of Supervisor for the County of Delaware.

At the request of the Board, Mr. Lyon proceeded to make a statement in regard to the matter of a Peremptory writ of mandamus obtained by S C Johnston from the Supreme Court against the Board of Supervisors of the County of Delaware.

G W Clark, Esq. appeared for Mr. S C Johnston and at request of Board made a statement of the case for Mr. Johnston.

The Clerk recd from the minutes the action of the Board of 1867 in said case.

On motion of Mr. J.H. Graham, the Board adjourned until 8 o'clock a.m. Oct. 15th,1868.

Board called to order by Chairman. Roll called. Quorum present. Minutes rec. & approved.

Mr. J H Graham moved that the Board of Supervisors appeal from the order of the Supreme Court directing peremptory writ of mandamus to (?) against said Board in favor of S.C. Johnston for the auditing of his claim against the County of Delaware.

Ayes and Nays called on the motion. Those voting Aye: Messrs. Foote, J H. Graham, Owens & Salton. 4 Those voting No: Messrs. Dibble, Dowie, Elliot, J. G. Graham, Hodges, McCune, Mead, Radeker, Rich. 9

Motion declared lost.

At an annual meeting of the Board of Supervisors of the County of Delaware held at the Court House in Delhi.

Board called to order by R. Gemmel, Clerk of Board of 1867. Roll called and found present as above.

On motion, Mr. H S Treadwell was allowed to represent the Town of Franklin in this Board.

On motion the Board proceeded to ballot for Chairman and Hon. James H. Graham of Delhi having received a majority of all the votes cast was declared duly elected Chairman.

On motion the Board proceeded to a ballot for Clerk upon which Robt. Gemmel received a majority of all the votes cast and was declared duly elected clerk.

On motion the Board was then adjourned until 9 a.m. Nov. 11th.

Mr. Foote moved that the Resolution adopted Dec. 11th, 1867 in relation to the allowance of the accounts and claims of Stephen C Johnston allowing three hundred dollars be vacated and set aside. Motion carried.

On motion of Mr. Foote

Resolved that the said claims of Stephen C. Johnson be taken from the files and referred to the committee on County claims.

The Commissioners of Excise presented their annual report. Received and placed on file.

On motion of Mr. Foote

Resolved that the Committee on County Claims be allowed a Clerk and that the expense thereof be paid by this Board.

On motion Mr Dibble was allowed to amend the assessment roll of the Town of Davenport by adding thereto the name of John Davis, omitted by mistake. Assessed 1 acre of land $250.

On motion of Mr. Owens

Resolved that the County Judge of this County is hereby authorized to employ a stenographer to report for the trial terms of the County Court and Courts of Sessions held in and for said County at the same rate of compensation that by law reporters are paid for the same services in the Supreme Court and that the County Treasurer pay said reporter from the contingent fund for his services on the presentation of his bill duly allowed by the Court.

The Supervisors of the several towns presented abstracts of Town accounts with amounts to be raised for highway and bridges, poor purposes and Bounty which said sums were allowed and ordered levied as follows:

Mr. Radeker presented an account in favor of Colchester against Hancock which on motion was referred to a committee consisting of Messrs. Radeker & Hawk.

On motion the Board was then adjourned until 7 p.m.



November 11th ,7 p.m.

Board met pursuant to adjournment. Roll called and quorum found present.

The U.S. Loan Commissioners then presented their Book of Mortgages kept by them for the examination of the Board and the several mortgages taken since the last meeting of the Board were examined and approved.

On motion of Mr. John G. Graham

Resolved that Hon. Wm. Gleason be employed as attorney and counsel n the interest of the County in the matter of the alleged claims and accounts presented by Stephen C. Johnston.

The Superintendents of the Poor then presented a statement of the number of Poor & c supported at the County Poor House with the Towns to which they severally belong and are charged. Expense of support & c which after being read was received and placed on file.

The lists of highway labor unperformed in the several towns assessed on individuals and non resident land in the several Towns which on motion were ordered taxed on the several individuals and lost at the price per day as fixed by law.

On motion of Mr. Dowie

Resolved that the quid taxes and landlords tax uncollected in the several towns upon the assessments of 1867 be reassessed by the Board upon the several individuals & lots & upon the several towns as marked and indicated by the Supervisors of the respective towns. The following as were presented by Mr. McCune which on motion were allowed and charged on the Town of Kortright viz:

Mr. J. H. Graham, presented the following accounts which were on motion allowed and charged on Delhi, viz:

Mr. Treadwell presented a memorial of the assessors of the Town of Franklin asking that certain property omitted and escaping taxation in 1867 be placed on the roll of 1868.

On motion the prayer of said memorial was granted and the property ordered added & taxed at the same rate as in 1867.

Mr. Graham presented a like memorial of Delhi which was granted and the property mentioned there ordered added & taxed at same rate as in 1867. Mr. Foote presented an account of Wm. E. Bates, justice's $1.80 which on motion was allowed and charged on the Town of Stamford.

On motion the Board adjourned until 8 o'clock a.m. Nov. 12th, 1868.



8 a.m., Nov. 12th, 1868

Board met pursuant to adjournment. Chairman in the Chair. Roll called. Quorum present. Minutes read and approved.

Mr. Dibble presented a petition of Rail Road Commissioners of Davenport asking that the sum of $2100 to pay interest on Rail Road Bonds. On motion the said amount was allowed & ordered charged on the Town of Davenport for the purposes mentioned.

Mr. Hodges presented alike petition of Commissioners of Sidney asking for the sum of $9000 to pay interest and installment son Rail Road Bonds in said Town. On motion the said sum was allowed and charged on Sidney for that purpose.

The committee on U.S. Deposit Fund made report which on motion was received and placed on file.

The box containing accounts was then produced and the accounts therein numbered and referred to the appropriate committees.

Mr. Dowie called to the Chair.

Mr. J. H. Graham presented an application on behalf of 1st Presbyterian Church & Society to purchase certain lands belonging to the County for the purpose of constructing sheds & c. On motion the matter was referred to a committee to examine the lands and confer with the Society & report to this Board. The Chair announced as such committee Messrs. J. G. Graham, Salton & Meade.

On motion the said Committee was excused from the Board for the purpose of acting on said committee.

The Special Committee on the claim of Colchester against Hancock made report which was received and read & placed on file & the committee discharged.

On motion the Board was then adjourned until 7 p.m.



7 P.M., Nov. 12th

Board met pursuant to adjournment. Roll called, quorum present.

The following accounts, viz: Nos. 54-9 &107 were taken from the Committee on Co. Claims & referred to committee on Const. & Justices accounts and No. 27 to committee on Sheriff & Clerk's accounts.

Mr. Dayton presented a petition of Job C. Ketchem asking that an erroneous tax paid in the Town of Davenport in 1868 - $36.30, be allowed to said Job C Ketchem & charged on Davenport. Motion lost.

The committee on County Claims returned the following accounts to the Board: Nos. 54-9-107 &27 which were referred to proper committees.

On motion of Mr. Treadwell

Resolved that the action on matter of Job C Ketchem be reconsidered. On motion the matter was referred to a committee of three to examine and report. Chairman announced as such committee: Messrs. Treadwell, Dayton & Dibble.

Mr. McCune presented an account over paid tax on dog in Kortright in favor of John Banker$2.00. Allowed and charged on Kortright against the dog fund.

Mr. McCune presented an account in favor of John Shiland against the Town of Kortright for over paid tax $43.73 which on motion was allowed and charged on Kortright.

On motion Judge Murray was allowed to be heard & address the Board on the subject of building new Court House.

Mr. Graham presented a certificate of the Town Board of the Town of Delhi certifying that in pursuance of an act of the Legislature of the State of New York passed April 24th, 1868. The Town of Delhi at a town meeting held in pursuance of said act the said town had duly voted to levy upon said town the sum of $10000.00for the purpose mentioned in said act.

On motion of Mr. Dowie

Resolved that the County of Delaware proceed to erect and construct a new suitable and proper Court House in the Village of Delhi at the expense of the County of Delaware at a cost of $30000 (not to exceed that sum) to be collected as follows, to wit: Ten thousand dollars to be levied and collected of the taxable property of the Town of Delhi this present year pursuant to an act of the Legislature passed April 14th, 1868 entitled and "Act to enable the Town of Delhi, Delaware County to aid in the construction of a Court House in said Town" and a vote of a majority of the voters of said Town pursuant to said act taken at a Special Town Meeting held at the Court House in Delhi in said Town on the 12th day of May 1868 and ten thousand dollars of the taxable property of the County in 1869 and ten thousand dollars of the taxable property of the County in 1870 and that three commissioners be appointed to proceed and prepare a plan and contract and build said Court House and see that it is built. The said House to be built of brick with stone foundation and slate roof.

Mr. Graham presented an account of $8.45 in favor of Wm. H. Simmons against the Town of Meredith which on motion was allowed &charged on the Town of Meredith.

Mr. Dowie presented a statement of highway damage duly assessed in the Town of Andes which on motion was allowed as follows:

The same was ordered charged upon the Town of Andes & made payable to the Commissioners of Highways for that purpose.

Mr. Dibble called to the Chair.

On motion the action of the Board in regard to the disposition of the quid tax of the town of Delhi was reconsidered.

On motion of Mr. Graham

Resolved that the tax uncollected in 1867 in Delhi against Roseboom be reassessed or re-taxed on the Town and that the uncollected tax of $56.63 on the property assessed to Benj. F. Gilbert on the property occupied by him in 1867. Valuation $1750 be re-taxed on the same property. And that a description thereof be added and that the same be placed on the roll as non resident lands according to the statute in such case made and provided.

On motion of Mr. Foote the sum of $1500.00 was ordered levied upon the taxable property of the County for a Poor Fund for the ensuing year.

On motion of Mr. Foote the sum of $51,922.33 was ordered levied and collected upon the taxable property of the County for State Tax for the current year in pursuance of Comptrollers Statement.

On motion of Mr. Owens the action of the Board charging the sum of $6000.00 upon the Town of Tompkins for purpose of new bridge was reconsidered and revoked.

Judge Palmer, by permission of the Board, presented an affidavit of Francis Greenman in relation to said bridge matter & objected to the assessment of the amount on the Town.

On motion of Mr. Owens the said sum of $6000.00 was allowed and ordered taxed on the property of Tompkins for the expense of building new bridge at Cannonsville in said Town.

The Special committee on the claims of Job C Ketchem made report which after being read and adopted and placed on file and the committee discharged.

On motion of Mr. Dibble the following accounts were allowed and charged on the Town of Davenport:

On motion the Board was then adjourned to 8 a.m. Nov. 13th, 1868.



8 a.m., Nov. 13th, 1868

Board met pursuant to adjournment. Roll called. Minutes read and approved.

On motion of Mr. Sines the sum of $2935.00 being funds on hand in Town of Middletown was ordered disposed of as follows: $2884.62 be applied by Supervisors to payment of Town accounts & the balance to Co. Treasurer to apply on State Tax.

On motion of Mr. Foote the sum of twelve thousand dollars was directed to be levied & collected on the taxable property of the County for a contingent fund for the ensuing year and that all claims now or hereafter audited by this Board be paid from said fund by the Treasurer.

The Special committee on the matter of the 1st Presbyterian Church & Society to purchase land & c made report which after being read was adopted and placed on file & the committee discharged.

The Standing Committee on Equalization made report which was read, received & adopted & the committee discharged.

On motion of Mr. Dowie

Resolved that the Clerk of this Board reduce or increase the Equalization so that the aggregate amount of the equalized value of the real estate of the several towns that be the same as the aggregate assessed value thereof.

A bill of James Smith, $5.15, was referred to committee on Town accounts.

The several accounts in the box were then taken therefrom, numbered & referred to the proper committees.

On motion adjourned until 11 o'clock a.m.



11 o'clock a.m., Nov. 12th, 1868

On motion of Mr. Graham

Resolved that the sum of $10,0000.00 be levied and collected on the taxable property of the Town of Delhi this current year to be made payable to the County Treasurer for the purpose of building Court House and in pursuance of the act passed April 24th, 1868 to enable the Town of Delhi to assist in building Court House and to be applied as in said act provided.

Mr. Mead presented the following

Resolved that this Board appoint three commissioners to take charge of the building fo the new Court House. That said Committee be empowered to make suitable disposition of the present building and that they be instructed to procure plans and estimates for said new building to be presented at the next meeting of this Board for its consideration which on motion was laid on the table.

On motion of Mr. Foote

Resolved that the matter of designating commissioners be deferred until December meeting 1868.

On motion of Mr. J. G. Graham

Resolved that from and after the first day of January 1869, the yearly salary of the Surrogates Clerk of Delaware County be and the same is hereby fixed at the sum of $200-Two hundred dollars- payable quarterly by the Treasurer from the contingent fund.

The committee on Court House & Jail made report which after being read was adopted and the committee discharged.

The Committee on Sheriff & Clerks accounts made report which after being read was received and adopted & Committee discharged.

Account No. 39 was transferred to Committee on Constables & Justices accounts.

The Committee on Constable & Justices accounts made report which after being read was received & adopted & the committee discharged.

On motion the accounts Nos. 3-25-31 were allowed to be withdrawn. Accounts No. 3-25 were afterward presented & referred to committee on Town accounts.

The committee on Printer's bills made report which after being read was received & adopted and the committee discharge. On motion Account No. 81 was allowed to be withdrawn.

Hon. E. D. Wagner, County Judge & Surrogate, made his annual report to the Board which was received and placed on file.

The County Treasurer made his annual report which was placed on file and the several sums stated due therein from the several Towns was ordered levied and collected in the several Towns and made payable to the Treasurer.

On motion the sum due from Meredith to the County Poor Fund was allowed to be paid by Supervisors from funds on hand.

On motion the Rej. Tax of Bovina ordered assessed on lots.

The following account of John B Parker, Commissioner of Highways, $7.50 allowed against Masonville

The committee on Town accounts made report which was adopted & the several accounts charged on the Towns as recommended & committee discharged.

On motion James Smith was allowed to amend his account.

Adjourned to 1 p.m.



1 P.M.

Board met pursuant to adjournment. Roll called, quorum present.

On motion of Mr. J H Graham the sum of four thousand & fifty dollars was ordered levied on the Town of Delhi & placed to the credit of C A & A C Edgerton, Expense & c for amount of highway damage in laying out road.

An account of A J Smith court fees of $285 was allowed against the Town of Delhi.

An account of A J Smith of $5.15 was allowed against the County. An account of W W Newcomb if $9.00 was allowed against the County.

On motion the rent tax uncollected in Hamden was taxed on the Town.

On motion Mr. Dibble, Mr. Elliot & Mr. Foote were excused from further action with the Board at this session.

On motion the Board was then adjourned until 7 p.m.



7 P.M., Nov. 13th, 1868

Board met pursuant to adjournment. Roll called, quorum present.

On motion of Mr. J. G. Graham the sum of $40 was levied on the Town of Meredith for the Poor Fund in said Town.

On motion an account of Fitch & Buckley & Co., medical services & $32.00 was allowed against the County.

The committee on County claims made report which was received and read. On motion the vote on the adoption of the portion of the report signed by the full committee & the portion signed by two of the committee was directed to be taken separately. On motion of Mr. Dowie the report signed by full committee was adopted & the several accounts allowed & rejected as recommended therein.

Mr. Dowie moved that the report signed by the majority of the committee be adopted & the claim disposed of as recommended. Ayes and Noes called by Mr. Baumes on the question. Ayes: Messrs Baumes, Dayton, Dowie, J.G. Graham, Hawks, Hodges, Mead, Meeker, Owens, Radeker, Treadwell, Salton. 12. Noes: Messrs. Sines & McCune. 2. Motion carried & report adopted.

On motion account No. 114 was allowed to be withdrawn.

On motion Mr. Sines was excused from further action with this Board at this Session.

Mr. Radeker called to the Chair.

On motion the action of the Board in relation to the quid tax of N. F. Gilbert was reconsidered after discussion further action thereon was deferred until 8 a.m. on Nov. 14th.

On motion the non res School tax in the several Towns was ordered taxed on the several lots according to the statements furnished by the Treasurer.

On motion Mr. Radeker was excused from further action at this session of the Board.

An account of J F Yendes of $8.00 was allowed & charged on Hancock.

On motion

Resolved that when this Board adjourn it adjourn to meet on Tuesday, Dec. 8th at7 p.m.

On motion the amounts due the County as per Treasurers Report from Stamford & Bovina was ordered charged on said Towns & made payable to County Treasurer the said sums being advancements to pay costs & reimburse Sheriff on account of rents tax matters.

The Board was then adjourned until 7 ½ a.m., Nov. 14th.



7 ½ A.M., Nov. 14th

Board met pursuant to adjournment. Roll called. Quorum present.

On motion of Mr. Dowie the action of this Board levying certain amounts on Andes for highway damages was reconsidered and stricken from the minutes and the Supervisor of Andes was allowed to furnish the Clerk with a statement of the corrected items of damages & that the Clerk be directed to levy the same accordingly.

On motion of Mr. Meeker

Resolved that $27.15 be deducted from the aggregate sum of taxes to be raised in the Town of Roxbury there now being in the hands of the Supervisor applicable to the payment of taxes the said sum of $27.15.

On motion of Mr. Mead the quid tax of Gilbert was ordered assessed on the same property in all respects as indicated by previous action of the Board thereon.

On motion William Gleason was authorized and empowered to make suitable return to the Writ of Mandamus heretofore served on the Board returning that the same had been obeyed and to do all acts necessary to be done in relation thereto.

On motion the Board was then adjourned until Dec. 8th at 7 p.m.

On motion of Mr. Foote an account of $2.00 in favor of A A Knapp, School Commissioner for expenses & c was allowed and ordered paid from the contingent fund.

On motion of Mr. Mead alike account of $2.00 in favor of I J St John was allowed and ordered paid from contingent fund.

On motion of Mr. Salton & account in favor of John Brye, Jr. of $7.00 for cleaning guns & c was allowed and ordered paid from contingent fund.

On motion of Mr. Meeker an account of $6.00 referred to highway matter in favor of J B VanDyke was allowed & ordered paid contingent fund.

An account in favor of E J Burhans of $25 for rent of Armory was presented & on motion of Mr. Meeker was allowed and ordered paid from the contingent fund.

On motion of Mr. Foote the County Treasurer was instructed to continue the insurance on Court House and Jail.

On motion of Mr. Foote the Supt. of the Poor were instructed to continue insurance on County Poor House building.

An account in favor of John W. Newman, $48.28, was withdrawn for amendment at last session was presented & referred to Special committee consisting of Messrs. Owen, Dibble & Baumes.

On motion of Mr. Rich

Resolved that the Board visit the County Poor House at this Session of the Board.

On motion the Board was then adjourned until 9 a.m. Dec. 9.



9 A.M. Dec. 9th

Board met pursuant to adjournment. Roll called. Preset the full Board except Mr. Hawk. Minutes read and adopted.

On motion of Mr. Foote the Board proceeded to sign the tax rolls.

A bill in favor of Dr. Meigs Case of $25 for assisting coroner in post mortem examination & in case of Laize Fero was presented and on motion of Mr. Foote allowed & ordered paid from contingent fund.

An account in favor of C A Foote of $20.00 for expenses & c at Albany in Non Res Tax matter was allowed and ordered paid from the contingent fund.

On motion the Board took recess until 11 o'clock a.m.

Resolved that the Chair appoint a committee to visit the different printers and ascertain upon what terms the public printing can be done and those who will do the same upon the most reasonable & advantageous terms and report to this Board. The Chairman announced as such committee Messrs. Foote, Sines & Elliot.

On motion of Mr. J G Graham a committee of three were appointed to apportion the Grand Jurors among the several towns. Committee Messrs. J. G. Graham, McCune & Mead.

An account in favor of C F Brill, Sheriff of Ulster Col, serving subpoena's, $3.00, was allowed and ordered paid from contingent fund.

A like account in favor of Jeremiah Duane, Sheriff of New York, was allowed at $3.00 and ordered paid from contingent fund.

An account in favor of Benjamin Cannon for services as referee n highway matter, $18.00. On motion of Owens was allowed and ordered paid from contingent fund.

Mr. Edward VanDyke, Superintendent of the Poor elect, presented his official bond which after being read was duly approved & signed by the Chairman & ordered filed with County Clerk.

Mr. John G. Graham presented an account of John D Thompson for care & c of person with small pox and asked that $50 be allowed against the County. Mr. Foote moved that the matter be referred to Supt. of Poor. Chair decided the motion out of order. Mr. Elliot called to the Chair. On motion of Mr. Foote the matter was laid on the table.

The Board then adjourned until3 p.m.

Mr. J G Graham moved that it be allowed at $50, against the County. Mr. Foote moved to amend by disallowing the bill. Ayes and Noes called on the amendment by Mr. J G Graham. Ayes: Messrs. Mr. Dowie moved that a Committee of three be appointed on Supervisors bills and that Mr. Sines be Chairman of that committee. Motion carried. The Chair announced the following committee: Messrs. Sines, Dowie & Dibble.

On motion of Mr. Dowie the Courtesies of the Board were extended to A. R. Dutton, Esq., late Supervisor from Meredith, and he was invited to take a seat with the Board.

Resolved that we proceed to vote by written ballot for three Commissioners. Each ballot to include the names of the persons. Mr. Sines moved that the first ballot be a random ballot and called the Ayes and Noes on the question: Ayes: Messrs. Baumes, Dibble, Dowie, Elliot, Hodges, McCune, Mead, Meeker, Owens, Radeker, Rich, Sines. 12. Noes: Messrs. Dayton, Foote, Graham & Salton. 4. Motion carried.

The Board then proceeded to a random ballot for Commissioners upon which:

J H Graham received 15 ballots

G S Mead received 9 ballots

F W Foote received 7 ballots

D M Dibble received 6 ballots

C Hathaway received 7 ballots

J H Wright received 1 ballot

H N Buckley receive 1 ballot

L. Sines receive 1 ballot

W. Lewis, Jr. receive 1 ballot

F. W. Foote & Jas. H. Graham declined to act as such commissioners. Gabriel S. Mead having received a majority of all the votes cast was declared elected on of said Commissioners.

The Board then proceeded to a ballot for the remaining two commissioners upon which Charles Hathaway received 18 votes, James H. Wright received 2 votes, Graham 2 votes, Dibble 6, W. B. Dowie 5, Cartwright 3.

Charles Hathaway having received a majority of all the votes cast was declared elected as one of said Commissioners.

The Board then proceeded to ballot for the remaining Commissioner and after several ballots Wm. B. Dowie was on motion declared unanimously elected.

The committee on Supervisors accounts made report which after being read was received and adopted and the committee discharged and the several accounts ordered paid from the contingent fund.

On motion of Mr. Sines the following resolution was adopted:

Resolved that al sums raised or to be raised fro the purpose of the construction of the Court House Building shall be paid to the County Treasurer and shall remain in his hands or under his control for that purpose and shall be paid out by him upon draft or order of the said Commissioners or a majority of them. And draft upon said funds shall be made only for amounts actually due for labor or material furnished or for sum actually necessary to carry out the work of construction of said building.

On motion of Mr. Dibble the following resolution was adopted:

Resolved that the Commissioners appointed by this Board for the purpose of carrying into effect the action of this Board in regard to the construction & c of a new Court House hold their office or trust during the pleasure of this Board and the board shall have the power to remove anyone of them or all of said Commissioners and appoint others in their place or stead who shall have the same powers and performed the same duties as those now appointed but such removal or appointment shall not have effect to invalidate any act done by their predecessors or any contract made by them by virtue of the authority in them vested but they shall proceed to complete the said building and carry into effect the action of this Board in relation to the construction of said Court House building and the said Commissioners shall receive a reasonable compensation for their services actually performed by them to be audited and allowed the same in all respects as other County claims.

On motion of Mr. Foote the several lists of Grand Jurors as furnished by the several Supervisors were adopted as the Grand Jurors of the County for the ensuing year and the Clerk was directed to certify the same and file with the County Clerk.

A bill of A. M. Paine of $22.61 for tax rolls & c furnished the Board was allowed & ordered paid from the contingent fund.

On motion of Mr. Foote the Commissioners for building new Court House was granted full power to sell or remove the present Court House building if in their judgment it is deemed expedient.

On motion the salary of the Clerk of this Board for the current year was fixed at the sum of Three Hundred Dollars.

On motion the sum of Twenty five Dollars was allowed to Robert Gemmel on account of extra session of the Board & for extra labor.

On motion B F Gerowe was allowed the sum of Ten Dollars for services for Committee on County Claims.

Mr. Salton in the Chair.

On motion a vote of thanks was extended to the Chairman for the efficient & able manner in which he had discharged his duties.

ANNUAL REPORT OF THE SUPERINTENDENTS OF THE POOR FOR 1868



The Superintendents of the Poor of Delaware County present to the Board of Supervisors the following annual report:



There has been expended for the support of the poor at the County

Poor House from Nov. 1st, 1867 to Nov. 1st, 1868 the sum of $4,058.04

Which sum includes expenses of clothing, provisions and physician's

bills at the House, keeper's salary, and all incidental expenses

necessary to carry on the poor house farm.

There has been had by the poor at the House during the year, 3,121

weeks and 4 days board, at an average cost of $1.30 per week

Of that number of weeks board there has been had by the poor belonging

to the several towns for the year ending Nov. 1st, 1868, 2,162

weeks and 3 days board at $1.30 per week amounting to the

sum of 2,811.16

The stock on the farm Nov. 1st, 1868, was 1 pair oxen, 12 cows, 1 yearling heifer, 2 two year old heifers, 1 calf, 1 two year old bull, 11 sheep, 3 fat hogs, 4 shoats.

there has been raised on the farm the past year, 262 bushels oats; 325 bushels potatoes; 375 bushels corn; 3 bushels beans; 35 tons hay; 8 ½ firkins butter; 4 firkins lard.

The Superintendents think the sum of fifteen hundred ($1,500) in addition to the amount due from the several towns, will be sufficient to pay the current expenses.
