At a Special meeting of the Board of Supervisors of the County of Delaware held at the Supervisors Rooms in Delhi, February 12, 1864.

Board called to order by the
Chairman. Roll called.
Mr. Shaw presented the accounts of
Hamden of $8177.25 together with the sum of $250 for highway purposes $130 for
a Poor Fund and $570 bridge money.
On motion the several amounts here
allowed and charged on the town of Hamden.
Mr. Maples presented certificates
& c from several Military Companies as to Armories & c which were
referred to the committee on Military claims.
On motion the Board was then
adjourned until 9 o’clock a.m. December 6th.

Board met pursuant to
adjournment. Called to order by the
Chair. Roll called, minutes read and
approved.
A bill in favor of D. H. Mann (County Claims) $9.23 was
presented and referred to the committee in County Claims. The committee refused to audit the claims
for the reason that the same should have been presented at the annual meeting.
On motion of Mr. Ford
“Resolved that no claims be audited at this meeting of the Board except
Supervisors bills & c.”
On motion of Mr. Dowie, Mr. A. B. Chamberlain was allowed to
act as substitute for the Supervisor of Hancock.
On motion of Mr. Graham the sum of
$(left blank) was assessed as a quid tax against Flavius Smith of Hancock. The same not being paid in 1863 on
account of clerical error on tax roll.
On motion of Mr. Chamberlain the
Chairman of the Board was requested to present the bill Nos. 119 & 127
audited against the County in favor of S.
C. Pettingill and E. R. Twaddell to the Board of Commissioners of
emigration of the City of New York for payment.
Board adjourned until 2 p.m.

Board met pursuant to adjournment. Roll called.
The committee on U.S. Deposit Fund
made report which on motion was received and adopted.
A bill in favor of A. M. Paine for stationery c furnished
the Board $16.00 was presented and allowed against the County.
The Book of Mortgages kept by the U.
S. Loan Commissioners was produced & examined before the Board.
On motion of Mr. Ford
Resolved that a committee on Supervisors bills consisting of three
be appointed by the Chair.”
The Chair announced as such
committee Messrs. Ford, Maples & Davis.
Mr. Wagner presented the following
resolutions which were adopted:
“Whereas by reason of the present
condition of the Country, young men having very largely volunteered into the
Military service of the United States causing the duty of teaching our common
schools to mainly devolve upon female teachers and the expenses of Board being
very high and the teachers in many instances living a great distance from the
County Seat where the Teachers Institute was held this year, making it almost impossible
for the Teachers there situated to attend said Institute, therefore
Resolved that we deem it
necessary for the public good and for the interests of common schools and the
Teachers thereof that School Commissioners should attend in each Town and hold
drills therein as has been the uniform practice heretofore that the Teachers
may all have an opportunity of obtaining certificate without great trouble and
expense.
Resolved that we
recommend to our worthy Commissioners (?) to attend and hold their drills as
usual.
Resolved that a certified copy of
these resolutions be served by the Clerk of this Board upon each of the School
Commissioners of Delaware County.”
The Chair announced the following
committee to apportion Grand Jurors among the several Towns viz: Messrs.
Rich, Storie & VanHorne.
The committee appointed to dispose
of the matter of Public Renting having made report the same was laid on the
table until the evening session of the Board.
Messrs. Chamberlain, Wagner & Maples
were appointed a committee to examine and report whether this Board has the
power to extend the right to towns of the County to levy their taxes at ay
other time than the annual meeting of the Board.
On motion the Board was then
adjourned until 7 p.m.

Board met pursuant to adjournment.
Called to order by the Chairman. Roll
called.
The County Treasurer presented a
certificate :& c as to Military Fines & c. Report received and placed on file.
The Committee on Military claims
made report recommending that Company
“A” Capt. A. N. Buck & Company “C” Capt. Root of the 100th
Regiment N.YS.N.G. be allowed to procure an Armor for the use of each of
said Companies at an expense not exceeding $50 each.
Mr. Storie moved to amend the report
by making the sum $25.00 each.
Amendment lost.
On motion of Mr. Chamberlain the
report of the committee was received and adopted.
The report of the committee
appointed to dispose of the Public Printing was taken up and considered and
adopted.
The Board then proceeded to ballot
for two newspapers to publish the Session Laws, whereupon the Republican and Visitor received 11
ballots; Delaware Gazetteer received
7 ballots. The Republican and Visitor
and the Delaware Gazetteer were
declared duly designated.
The committee appointed to apportion
the Grand Jurors among the several towns reported the apportionment as follows:

On motion the report of the
committee was adopted.
The committee on Military claims
asked to be discharged from the further consideration of the subject of Military
Fines & c and on motion the committee were discharged form the further
consideration of the subject.
Mr. Dowie moved that a list of the
names of persons who are liable to a military fine be attached to the several
tax bills and the said fines levied and collected. Ayes and Noes called by Mr. Maples. Ayes: Messrs.
Dowie, Ford, Graham, Maples, Chamberlain Wagner. 6.
Noes: Messrs. Davis, Dutton, Gallup, McNaught, Rich, Shaw, Sines, Storie,
VanHorne & Wattles. 10. Motion lost.
The Board was then adjourned until 9
a.m. Dec. 7th.

Board met pursuant to
adjournment. Roll called. Minutes read
and approved.
On motion of Mr. Graham the Sheriff of
the County was authorized to procure a proper Book of Record for the County
Jail.
Mr. Wagner moved that Companies
“D” & “N” of the 100th Regiment N.Y.S.N.G .be allowed to
procure an Armory for each of said companies at an expense not exceeding $50
per annum. Motion carried.
Mr. Burhans moved that the School
Commissioners be allowed the sum of $200 each for their necessary expenses
during the past year.
Mr. Storie moved to amend by
allowing$100 each. Amendment carried and the resolution as amended adopted.
On motion the Clerk of the Board has
allowed the sum of $250 for services the present year.
Mr. Wagner moved the reconsideration
of the resolution allowing the School Commissioners the sum of $100 each. Ayes
and Noes called by Mr. Graham. Ayes: Messrs.
Burhans, Eells, Ford, Maples, Sines, VanHorne & Wagner. 7 Noes: Messrs. Davis, Dowie, Dutton,
Gallup, Graham, McNaught, Rich, Storie, Twaddell & Wattles. 10 Motion lost.
On motion Mr. Chamberlain was
excused from further action with the Board at the present meeting.
Mr. Wattles presented the following
resolutions which were adopted:
“Resolved that the 22nd
Section of the Bounty Law, passed Feb.7th,1864, authorizing a majority of the
electors present and voting at any Town meeting called for that purpose to
raise any amount for volunteers as created such a competition for volunteers at
the time of impending drafts as to raise the price of volunteers to
unreasonably high and ruinous rates and in the opinion of the Board that
section of the Law should be repeated or so amended as to limit the amount any
town may vote for each volunteer.”
“Resolved that in the opinion of
this Board the bounties to volunteers should be paid by the State and that
towns should be prohibited offering bounties or if allowed to vote bounties the
extent of the amount they may raise should be fixed by the legislature in order
to prevent this unnecessary competition among towns.”
“Resolved that our Senator and
Members of Assembly are hereby requested to use their endeavors to have the
Bounty Law amended in accordance these views.”
C. Howard & Son for stationery furnished the Board was allowed at $11.72.
On motion
“Resolved that in the opinion of
this Board, this Board has no power or authority to levy any military fines for
the present year on persons for alleged neglect to do Military duty for the
reason that no sufficient data has been furnished the Board to authorize it to
levy the same.”
Bills in favor of the
Superintendents of the Poor were presented and allowed as follows: Almiron Cartright, $10.80; Thomas Williams, $7.28; John Kinmouth,$9.92.
An account in favor of G.S. Mead, Sheriff for attendance on
the Board during the session was presented and allowed at the sum of $14.00.
The report of the committee on
Supervisors bills was then received and adopted and the several bills allowed
as recommended by the committee(see report on file).
On motion the Board was then
adjourned sinc die.
