            At a Special meeting of the Board of Supervisors of the County of Delaware held at the Supervisors Rooms in Delhi, February 12th, 1864.

            Supervisors present from the several Town as follows:

            This Session was duly called for the purpose of transacting business in relation to the raising of troops under the recent call of the President of the United States and to take proper measures to secure the credits to the server town of the County of the re-enlistment of the Soldiers from this County.

            On motion of Mr. Maples, James H. Graham was chosen chairman Pro Ten.

            On motion of Mr. Dowie, Mr. R. E. Davis was allowed to act as a substitute for the Supervisor elect of the town of Harpersfield.

            The objects and purposes of the meeting were then stated by R. Parker, Esq. after which on motion of Mr. Maples the following resolution was adopted:

                        Resolved that a “Committee of two be appointed to ascertain the names of the several persons who shall have enlisted  (either new recruits or veterans) in the service of the United States from the several towns of this County, either under the last call for 300,000 men or the recent call for 300,000.  Men on the recent call for 500,000 and that such committee be authorized to proceed to Albany (Washington and elsewhere) as may be necessary to ascertain such enlistments.  And that such Committee shall do all such acts as may be necessary to see that said towns have proper credits therefor.”

            On motion the Chair appointed a Committee of three consisting of Messrs. Shaw, Maples & McNaught to select and recommend the names of persons to act on the Committee authorizing the foregoing Resolution:

            The Committee approved the names of Hon. James H. Gordon and Robert Packering.

On motion of Mr. Sines the report of the committee was adopted and the persons named were constituted such committee.

            On motion of Mr. Wagnor,

                        Resolved that the committee report from time to time to the Clerk of this Board in writing & that the report be printed and a copy forwarded by the Clerk to the Supervisors of each Town.”

            On motion of Mr. Davie the Board was then adjourned sinc die.

            The Board was called to order by B. F. Gerowe, Clerk of the Board of 1863.

 

            On motion of Mr. Graham the Board proceeded to ballot for Chairman which resulted as follows:

                        Alexander Shaw received ten (10)

                        Charles Maples received five (5)

                        Edward I. Burhans received one (1)

 

            Alexander Shaw having received a majority of all the votes cast was declared elected Chairman.

            On motion the Board proceed to ballot for Clerk which resulted as follows:

                        B. F. Gerowe received 12 ballots

                        W. P. Lynch received 5 ballots.

            B. F. Gerowe was declared duly elected.

            On motion Mr. Maples the Board until 10 o’clock a.m. Nov. 16th.

            On motion of Mr. Graham the rules laid down in the Supervisors Manual were adopted as the rules regulating the business of this Board.

            On motion of Mr. Graham the Clerk was directed to procure fifty printed copies of the list of Standing Committees for the use of the Board.

            The Commissioners of Excise having presented their annual report the same after being read was received and adopted

            On motion the box containing County claims was produced before the Board and the accounts taken therefrom and numbered referred to the appropriate committees: Nos. 1-2-6-8-9-23-24-25-26-27-29-30-31-38-42-43-47-52-53-54-55-56-57-60-61-62-63-64-5-68-73-75-79-84-8-89-90-93-93-96-97-103-105-106 were referred to the Committee on Town Accounts.

            Nos 7-10-11-17-18-19-20-21-22-34-35-36-37-39-46-48-49-50-59-66-69-70-71-71-78-82-82-86-88-92-95-98-99-102 were referred to the Committee on County Claims.

            Nos. 4-5-13-14-15-16-28-32-33-40-41-44-45-51-58-67-74-76-80-81-85-91-101 were referred to the Committee on Sheriffs accounts.

            Nos. 12-100-104 were referred to the Superintendents of the Poor.

            On motion of Mr. Wagner a bill of $9.00 in favor of George Keller for sheep killed by dogs was allowed to be paid from the dog fund of Hamden.

            The County Treasurer having presented alist of uncollected taxes in the several towns the same was received and read & placed on file.

            On motion of Mr. VanHorne the Quid Tax of the Town of Masonville was ordered assessed on the town. Except the amount assessed on the McKinnon lots which was ordered reassessed on the same lots.

            The Treasurer also presented a statement of uncollected rent tax in the several towns.

            On motion of Mr. Dowie the Board was then adjourned until 6 ½ o’clock p.m.

 

6 ½ p.m.  Nov. 16th

            Board met pursuant to adjournment.  Called to order by the Chairman.

            The box containing County claims was then produced and the accounts therein numbered & referred to committees as follows:

            Nos. 109-111-118-119 were referred to Committee’s on County Claims.

            Nos. 117-120-124 were referred to the Committee on Town Accounts.

            Nos. 108 & 125 were referred to on Printed Bills.

            No 107 was referred to the Committee on Sheriff’s Accounts.

            Nos. 110-112-113-114-115-116-121-122 & 123 were referred to the committee on Constables & Justices accounts.

            On motion of Mr. Graham

                        Resolved that all military claims be referred to a special committee to examine and report thereon.

            The Chair appointed as such committee Messrs. Graham, Maples and Wagner.

            The Superintendents of the Poor having presented a statement of the Poor supported at the County Poor House during the current year, together with the amount charged therefor and the towns to which the poor belong and a statement at the expenses of the County House the same after being read was received and referred to the committee on Poor House and Superintendents Report.

            On motion the Board was then adjourned until 9 a.m. Nov. 17th.

 

9 o’clock a.m. Nov. 17th

            Board pursuant to adjournment called to order by the Chairman. Roll called.  Minutes read and approved.

            Account No. 92 improperly referred was transferred to Committee on Sheriff’s Accounts.

            On motion Messrs. Storie & Eells were excused from acting on the Committee on Justices and Constables Accounts and Messrs. Maples & Dowie were substituted by the Chair.

            Mr. Twaddell having presented a list of Non Resident Highway labor assessed in the Town of Hancock.  On motion was allowed to withdraw the same for correction and to return the same to the Clerk of the Board, and when returned the Clerk was directed to tax the same on the several lots as assessed.

            Mr. Ford presented an abstract of the town accounts of Davenport$14160.48 including amounts raised for bounties to volunteers and for Highway & Poor purposes.

            On motion the same were allowed and ordered charged on the Town of Davenport.

            Mr. Twaddell presented an abstract of the Town Accounts of Hancock $8464.35 including amount to be raised for the payment of town Bounty Bonds & for Highway and Poor purposes.

            On motion the same were allowed and ordered charged in Hancock.

            Mr. Graham presented the abstract of Town accounts of Delhi amounting to $22291.87 including amount to pay town Bounty Bonds and also asked that $250 be raised for Highway & Bridge purposes and $100 for a Poor Fund.

            On motion the same were allowed and ordered charged on the Town of Delhi.

            Mr. VanHorne presented an abstract of the town accounts of Masonville $1083.78 and $31473.21 to be raised to pay Bounty Bonds and County charges and$100 for a Poor Fund.

            On motion the same were allowed and ordered charged on Masonville.

            Mr. Dutton presented the accounts of Meredith $6914.17 including amount to be raised for payment of Bounty Bonds and also asked for $75 to be raised for Highway & Bridge purposes.

            On motion the same were allowed and charged on Meredith.

            On motion of Mr. VanHorne a bill in favor of Roy Haskins $19.50 for recruiting expenses was allowed against the town of Masonville.

            Mr. Sines presented the town accounts of Middletown $1071.60 and asked that the sum of $52394.66 for payment of Bounties to Volunteers as per resolution of Town Board and also for the sum of $8346.00 to pay Town Bonds for Bounties as per resolution of Town Board and the sum of $286 for Highway purposes.

            On motion the several sums were allowed and charged on the Town of Middletown.

            Mr. Wagner presented the town accounts of Colchester $4445.85 including $300 for Poor Fund and $250 for highway purposes and the sum of $3220.00 for Town Bounties.

            On motion the same allowed and charged on the Town of Colchester.

            Mr. Rich presented the Town of Franklin $27022.34 including $26000 for Bounties, $200 for Highways and $50 for a Poor Fund.

            On motion the same were allowed and ordered charged on the Town of Franklin.

            Mr. Eells presented the town accounts of Walton $21171.32 including$20000 for payment of Bounty Tax,$250 for highway purposes and $200 for a Poor Fund.

            On motion the sum were allowed and ordered charged on Walton.

            Mr. McNaught presented the town accounts of Stamford amounting to $26094.20 including amount for payment of Town Bounty Bonds and expenses of procuring volunteers & $250 for highway purposes and $200 for a Poor Fund.

            On motion the same were allowed and ordered charged on Stamford.

            Mr. Wagner presented a list of highway labor assessed on non resident lands in the Town of Colchester.  On motion the same was ordered taxed on the several lots as assessed.

            Mr. Wattles presented the town accounts of Sidney, $766.66 including$250 for highway purposes and $50 for a Poor Fund.,and also asked for the sum of $24763.05 for town Bounty purposes and expenses of recruiting as per resolution of the Town Board of Sidney.

            On motion the same was allowed and charged on the Town of Sidney.

            Mr. Dowie presented the town accounts of Andes being for town accounts $492.39 for highway purposes $400 for Poor Fund $450 for Bounty & Volunteers purposes $10200.

            On motion the same were allowed and charged on the Town of Andes.

            Mr. Dowie presented a list of nonresident highway labor assessed & unpaid in Andes and on motion the same was ordered taxed on the several lots as assessed.

            Mr. Davis presented the accounts of Harpersfield $5821.16 including the sum of $545;9.94 for Town Bounty purposes. On motion the same was allowed and charged on the Town of Harpersfield.

            Mr. Gallup presented the town accounts of Kortright $591.44 including highway & bridge fund, and also on account of $7698.28 being the amount to be raised for Town Bounty purposes and an account of $53.50 being an amount due the Town of Davenport.  On motion the same were allowed and charged on the Town of Kortright.

            On motion of Mr. Graham an additional sum of $250 was ordered charged on Delhi for a Poor Fund.

            On motion of Mr. Sines the sum of $300 was charged on the town of Middletown for a Poor Fund.

            On motion of Mr. Graham a bill in favor of Thomas Middlemist for use of house for election purposes was allowed and charged on the Town of Delhi.

            The following accounts were allowed and charged on the Town of Kortright viz: Martin Keeler account $1.24; H. Davis $15.50.

            The following accounts were then taken from the box of county claims and disposed of as follows: Nos. 126 &139 were referred to the committee on Sheriff’s accounts.  Nos. 127 & 131 were referred to the committee on county claims.  Nos. 128-133 &136 were referred to the Committee on Town accounts.  Nos. 129 &130 were referred to the committee on Justices & Constables accounts.  Nos. 134 & 135 were referred to the committee on Military claims.

            On motion of Mr. Graham the sum of $41714.30 was ordered levied upon the County of Delaware for amount of state taxes as per statement of comptroller.

            On motion the board was then adjourned until 1 ½ p.m.

 

1 ½ P.M. Nov.17

            Board met pursuant to adjournment called to order by the Chairman.

            Accounts were then presented numbered and disposed of as follows: Nos.137-138-139-140-141-142-143-144-145-147-148 & 151 were referred to the committee on town accounts.  Account No. 146 was referred to the committee on Just. & Const. accounts.  Nos.  149& 150 were referred to the committee on County claims.

            Mr. Burhans presented an abstract of the accounts of Roxbury $451;73.51 including the sums to be paid for Bounty purposes as per resolution of the Town Board of Roxbury and also including amounts to be raised for highway and Poor purposes.

            On motion the same were allowed and charged on the Town of Roxbury.

            On motion of Mr. Davis an account in favor of Walter D. Miller for expenses incurred in a suit as Collector of the Town of Bovina $66.77 was allowed against the Town of Bovina.

            On motion of Mr. Wagner the quid tax of the Town of Colchester was disposed of as follows. Samuel Fuller tax $1.58, Charles Holiday $1.12, Henry Sullivan $1.12 to be laid in the Town the balance to reassessed to the same individuals.

            Account No. 22 was by consent of the Board withdrawn for correction.

            The following claims were allowed and charged on the Town of Delhi viz: D. A. Daniel use of house for election purposes $10.00.  Francis Graham, Insp.of Election $7.50.

            On motion of Mr. Wattles the quid tax of the Town of Sidney was ordered reassessed to the same individuals.

            Account No. 133 was by consent of the board withdrawn for correction.

            On motion of Mr. Ford the quid tax of Malcolm Parish in Davenport was ordered charged on the Town and the balance of the quid tax of Davenport was ordered taxed on the same individuals.

            On motion of Mr. McNaught the quid tax of $4.47 against Matthew S. Keator of Stamford was ordered laid on the town and the balance of the quid tax of said town was ordered retaxed to the same individuals.

            Hon. William Murray, Jr., County Judge and Surrogate having presented his annual report the same after being read was received and referred to the Committee on County Claims.

            On motion of Mr. Twaddle the quid tax of the Town of Hancock was ordered reassessed & retaxed to the same persons.

            On motion of Mr. Shaw the quid tax of Hamden against Samuel Palmer $1.79 was charged on the town and the balance of said tax was retaxed to the same individuals.

            On motion of Mr. Dowie the following uncollected tax were charged on the Town of Andes viz: Hugh Gorsh $1.32; Wm. (?) $1.13; Reuben Randall 65 cts. and W. H. Channing (rent tax $6.08 and the balance of said tax in the town of Andes was ordered retaxed to the same persons.

            The committee on Poor House and Superintendents Report having made report the same was received and adopted.

            Mr. Maples presented the accounts of the Town of Tompkins amounting to $23996.00 being for the following purposes for town accounts $771.21, Poor Fund $100; Highway purposes $250. For payment of Town Bounty Bonds and expenses by volunteering $22274.79.

            On motion the same were allowed and charged on the Town of Tompkins.

            Mr. Maples presented a list of the highway labor assessed on nonresident lands in Tompkins and the same on motion was ordered taxed on the several lots as assessed.

            On motion the Board was then adjourned until 9 a.m. Nov. 18th.

 

9 O’clock a.m. Nov. 18th.

            Board met pursuant to adjournment. Roll called, minutes read and approved.

            The report of the committee on Equalization was received and read.

            Mr. Graham moved the adoption of the report.

            Mr. Burhans moved to amend by having the report on the table.

            Mr. Graham called for the Ayes & Noes on the amendment. Ayes: Messrs. Burhans, Ford, Maples, Sines, Twaddell and VanHorne. 6 Noes: Dowie, Dutton, Eells, Gallup, Graham, McNaught, Rich, Storie, Wagner and Wattles.  11. Amendment lost.

            Ayes and Noes called on the motion to adopt the report: Ayes: Messrs. Davis, Dowie, Dutton, Eells, Ford, Gallup, Graham, McNaught, Rich, Sines, Storie, Twaddell, VanHorne, Wagner and Wattles.  13.  Noes: Messrs. Burhans & Maples.2.

            Report of Committee adopted & the price per acre fixed as recommended by the committee.

            On motion of Mr. Davie

                        “Resolved that the Clerk of the Board reduce the Equalization so that the aggregate amount of the equalized vale of the real estate of the several towns shall be the same as the aggregate assessed value thereof.”

            The committee on County Treasurer report having presented their report the same after being read was received and adopted, and the several sums as stated in the Treasurer’s report as due the County Poor Fund was ordered taxed upon the several towns as charged.

            The Superintendents of the Poor having presented their annual report the same after being read was referred to the committee on Poor House and Superintendents report.

            The following bills was received numbered and referred as follows: Nos.153-155-157-158-159-161-164-16-167 & 169 were referred to the committee County claims.  No. 157 was referred to the committee on Sheriff’s and Clerks accounts.

            Nos. 154-156-160-163-166-168 were referred to the committee on Printer’s bills.  No. 162 was referred to the Committee on Military claims.

            Nos. 170 & 171 was referred to the committee on Town accounts.

            By consent of the Board, Mr. Twaddell was allowed to withdraw account No. 117 for correction.

            Account No.102 was returned to the Board and referred to the Committee on Town accounts.

            The Treasurer presented a list of nonresident school tax unpaid in the Town of Andes and on motion the same was ordered taxed on the several lots..

            Accounts Nos. 1 & 31 was by consent of the Board withdrawn for correction.

            On motion the Rent Tax uncollected in Bovina against Alexander Hamilton $11.09 was charged on the Town of Bovina and the balance of said tax was reassessed to the same persons.

            Accounts Nos. 123 & 124 will by consent withdrawn for correction.

            On motion of Mr. Eells the quid tax of Walton was disposed of as follows: The items against C. A. Foote and John Mitchell was ordered taxed upon the town and the balance retaxed to the same persons.

            On motion the quid tax of the Town of Franklin was ordered charged upon the Town of Franklin.

            On motion of Mr. VanHorne $15.63 improperly charged upon the Town of Masonville at the session of the Board in 1863 was allowed against the County to the credit of the Town of Masonville.

            The committee on Constables & Justices accounts having presented their report the same after being read was received and adopted and the committee discharged.

            Mr. Storie presented the accounts of Bovina being for town accounts $790.00 for highway purposes $250, and for Bounty purposes $21543.77.

            On motion the same were allowed and charged on the town of Bovina.

            Dr. Telford presented statement of an examination of the condition of insane poor supported at the County Poor House, which after being read was received and placed on file.  

            Accounts Nos. 174 &176 were referred to the committee on Military claims.

            Account No. 175 was referred to the committee on Town accounts.

            On motion of Mr. Graham

                        Resolved that the Board now adjourn until 3 ½ o’clock p.m. and that in the mean time the members visit the County Poor House.

            Adjourned accordingly.

 

3 ½ P.M.  Nov.18th

            Board met pursuant to adjournment. Roll called, quorum present.

            On motion the committee on County claims was excused from acting on the claim of Wm. F. Raymond and the same was referred back to the Board for joint action thereon.

                        Mr. Wattles moved that Mr. Raymond be allowed the sum of %500 as an extra allowance on his contract for building County Poor House.  Ayes & noes called by Mr. Dowie, viz: Ayes: Messrs. Burhans, Eells, Ford, Maples, McNaught, Sines, Twaddell, VanHorne & Wattles. 9.  Noes: Messrs. Davis, Dowie, Dutton, Gallup, Graham, Rich, Shaw, Storie & Wagner.9 Motion lost.

            On motion the committee on County claims were excused from acting on claims Nos. 153 & 157 and the same were referred back for the joint action of the Board.

            By motion the bill No. 157in favor of R. Parker $84.50for services and expenses as a member at a special committee appointed by the Board was allowed against the County.

            Mr. Davis moved that the bill No. 153 for the services and expenses in favor of James H. Graham $51.25 be allowed against the County. Ayes and Noes called on the motion.  Ayes: Messrs. Davis, Ford, Gallup, Graham, Maples, McNaught, Sines, Twaddell and Wagner.  Noes:  Messrs. Dutton, Shaw & Storie.  Motion carried and account allowed.

            On motion Mr. Raymond was allowed to withdraw his claim No. 10 without prejudice to its presentation to a future Board of Supervisors.

            The sum of $11.00 remaining in the hands of H. N. Buckley one of the County House Building Committee for lead pipe sold was by consent and directed by the Board paid to the County Treasurer.

            On motion of Mr. Graham the sum of $15.00 was ordered levied upon the taxable property of the County fora County Poor Fund for the ensuing year.

            The committee on Printers Bills having made report the same after being read was received and adopted.

            On motion account No. 154 in favor of Sturtevant & McIntosh and allowed against the Town of Meredith.

            The committee on Town accounts having presented their report the same after being read was received and adopted.

            On motion of Mr. Wattles

                        Resolved that the $16000 be levied and collected upon the taxable property of the County for a contingent fund.  And that the County Treasurer be authorized to borrow any deficiency upon the credit of the County.

            The committee on County claims having presented their report the same after being read was received and adopted.

            The taxes on non res. lands finally rejected by the comptroller was ordered taxed upon the towns to which the same belongs respectively.

            The non resident taxes returned by the Comptroller as rejected was ordered retaxed upon the same lots where the same can be found property described and the balance upon the several Towns.

            The report of the committee on Court House and Jail was then received and read and placed on file.

            On motion the Superintendents of the Poor were authorized & directed to procure insurance upon the County Poor House buildings to the amount of $5000.

            On motion the Treasurer was authorized and directed to insure the Court House and Jail in the sum of $2000.

            On motion the report of the Committee on Court House and Jail was adopted.

            On motion of Mr. Graham the Fire Department of Delhi was allowed the use of the Court House bell for fire purposes.

            On motion the Sheriff of the County was authorized to make the expenditures for repairs & c on County buildings as recommended by the committee on Court House & Jail.

            An account in favor of the N. Y. Asylum for Idiots of $20.00 was allowed and ordered paid.

            On motion of Mr. Wattles the following resolution was adopted

                        Resolved that the provisions of the act passed April 25th, 1864 entitled “An act to amend the several acts in relation to taxes upon dogs, so far as the same relates to the bounty of Ontario and providing for the extension of the provisions thereof to the several counties of the State by resolution of the respective Board of Supervisors be and the same are hereby made applicable to the County of Delaware”. 

            On motion the Board was adjourned until 7 o’clock p.m.

 

7 o’clock p.m.  Nov. 18th.

            Board met pursuant to adjournment.  Roll called.

            The special committee on Military claims made report recommending the rejection of claims Nos. 134-162-176-135 as not proper to be audited by this Board and recommending the allowance of claims No. 174.  Report received and the committee discharged. All of the above claims were by consent of the Board withdrawn.

            On motion an account in favor of James Elliott of $33.63 for services & c in recruiting was allowed against the town of Bovina.

            On motion the County Judges Report was received and adopted after deducting the item or charges of $16.00 for expenses in visiting the different towns to examine drafted men in the “National Guards”.

            Mr. Dutton offered the following resolutions and moved its adoption:

                        Resolved that the sum of $300 be allowed and paid by the County Treasurer to Wm. F. Raymond provided said Raymond will accept said sum and receipt the County in full of all claims on account of building County Poor House.  Ayes and Noes called: Ayes: Messrs. Burhans, Dutton, Eells, Ford, Maples, McNaught, Sines, Twaddle, VanHorne & Wattles. 10 Noes: Messrs. Davis, Gallup, Storie & Wagner.  4 Resolution adopted

            The report of the committee on Sheriffs accounts was then received and adopted

            On motion of Mr. Burhans

                        “Resolved that the Superintendents of the Poor be authorized to remove the Insane House and make such repairs as they deem necessary for improving the condition of the insane, poor at an expense not exceeding six hundred dollars.”

            On motion of Mr. McNaught

                        Resolved that a committee of three be appointed to make arrangements or contracts for the County Printing.

            The Chair announced as such committee, Messrs. McNaught, Wattles and Storie.

            On motion of Mr. Rich the vote extending the privilege to the Fire Department of Delhi to use the Court House Bell for fire purposes was reconsidered & rescinded.

            On motion the Board was then adjourned until Dec. 5th, 1864 at 7 o’clock p.m.
