At the annual meeting of the Board of Supervisors of the County of Delaware held at the Supervisors rooms in Delhi November 10th, 1863.
Present from the several towns as follows:

The Board was called to order by W. P. Peake, former Clerk.
The Board then proceeded to ballot for Chairman which resulted as follows:
Alexander Shaw received 10 ballots
Charles Maples received 7 ballots
A. H. Burhans received 1 ballot
Alexander Shaw was declared elected Chairman.

On motion of Mr. Graham, this Board then proceeded to ballot for Clerk.
B. F. Gerowe received 10 ballots
S. B. Champion received 7 ballots
Norwood Bowne received 1 ballot
Previous to taking the above vote for Clerk, Mr. Burhans moved as follows:
Resolved that Norwood Bowne of Delhi be Clerk of this board, and that he shall keep the minutes of this Board, record the same and make all other reports to the State offices necessary to be made and that he shall receive two dollars per day for keeping the minutes and fifty dollars for recording the minutes and making said reports. No per diem allowance except during the meetings of the Board.

On motion of Mr. Allaben the rules as laid down in the Supervisors Manual were adopted as the rules regulation the business of this Board.
The County Treasurer then presented a statement of rejection & uncollected taxes for the year 1862.
Mr. Allaben moved that Fifty copies of the lists of Standing Committees be printed for the use of the Board. Motion carried.
The Standing Committees as announced by the Chair were adopted.
Mr. Burhans offered the following
Resolved that the minutes of the proceedings of this Board, together with the accompanying reports be published in Pamphlet Form. 1000 copies to be distributed among the several towns according to population, and that the publishing of the same be let to the lowest bidder.
On motion, the resolution was laid on the table.
On motion of Mr. Burhans,
Resolved that the dog tax collected under the law authorizing the tax in the several towns in the County, after being adjusted by the Treasurer be paid to the Supervisors of the several towns and that the same belong to the several towns and al accounts originating under the law be audited by the auditing boards of the towns the same as other accounts originating to past year to be audited by this Board against the funds collected this year and that all erroneously paid taxes be audited before any distribution of the funds.
On motion of Mr. Davis the Clerk was directed to produce the box containing County claims. And the claims therein to the No. of 114 were taken therefrom and numbered & filed & referred to their proper committees.
On motion of Mr. Graham, the Board was adjourned until 1 o'clock p.m.
One o'clock p.m. Nov. 11th
Board met pursuant to adjournment. Chairman in the Chair. Roll called. Mr. Burhans offered the town accounts of the Town of Roxbury amounting to $485.78 including amounts raised for highways & bridge purposes and for support of Poor. On motion of Mr. Burhans allowed and ordered taxes on the Town of Roxbury.
Mr. H. Davis presented the town accounts of the Town of Kortright amounting to $713.05 including amounts for highway and bridge purposes & for support of the poor. Allowed &ordered taxed on Kortright.
Mr. Graham offered the town accounts of the Town of Delhi amounting to $767.50. Allowed & ordred taxed on the Tow of Delhi.
Mr. Dowie presented the town accounts of the Town of Andes $2315.38 including amt. for highway and bridge & highway damages. Allowed & charged on the Town of Andes.
On motion of Mr. Graham the bill of S C Johnson was referred to the Town & Co. Claims.
Mr. Maples presented the town accounts of Tompkins $2422.11 including $1550 for highway and bridge & $450 for poor purposes. Allowed and charged on Tompkins. Mr.Maples presented non resident highway list as assessed in Tompkins. On motion the same was ordered taxed on the several lots as assessed.
Mr. Chamerlain presented a like list for the Town of Hancock, which was disposed of in like manner.
Mr.Dutton presented the town accounts of Meredith $373.67 including $220 for highways & bridges. Allowed & charged on Meredith.
Mr. R. E. Davis presented of the Town of Harpersfield $272.19 including $77.89 for highways & bridges & 50 poor fund.
Allowed and ordered. Charged on Harpersfield.
Mr. H. Davis presented accounts of Kortright $713.05 including $250 to be raised for highway & bridge purposes. Allowed & charged on the Town of Kortright.
Mr. Willis presented the accounts of Masonville $502.64 & $340.12 for building bridges & 150 to be raised for highway & bridge purposes $134 for poor purposes & $954.42 for Soldier's Bounties. Allowed and charged on Masonville.
Mr. Dowie presented non resident highway assessment of Andes. Allowed and ordered taxed on lots as assessed.
Mr. Martin presented the accounts of Stamford $620.13. Allowed and charged on Stamford.
Mr. Thompson presented the accounts of Bovina $934.48 including 200 to be raised for highway & bridge purposes. Allowed and charged on Bovina.
Mr. Ford presented accounts of Davenport $928.86 including sums for highway and bridge purposes & poor fund. Allowed and charged on Davenport.
Mr. Rich presented accounts of Franklin $4553.13 & $200 to be raised for highway & bridge purposes. Allowed & charged on Franklin.
The report of Wm. Gleason, County Judge, was presented & referred to the proper committee.
On motion of Mr. Allaben the several committees were requested to give notice of the time and place of meeting each day.
On motion of Mr.Rich $50 was ordered taxed on Franklin for poor purposes.
The sum of $175 was ordered taxed on Delhi for a poor fund.
On motion Mr. Bradford was excused from acting on Com. on Town accounts and Mr. Willis was substituted.
On motion of Mr. Burhans the bill of Mr. Johnson was withdrawn from the Com. on Co. Claims & referred to the Com. on the whole.
On motion of Mr. Burhans
Resolved that the County Treasurer be required to keep his accounts so that he may exhibit how much is paid for jurors, witnesses, court expenses for the Poor "Fund and other expenses so as to make report at the annual meeting next year. Also that he e required to make an abstract this year so far as he can do so.
Mr. Graham moved that the Board now consider the bill of the Mr. Johnson, Excise Atty., in comm of the whole. Carried.
Mr. Burhans called to the Chair.
On motion the bill was referred to a Com. of three. Comm. Messrs. Martin, Thompson, & R. E. Davis.

The Com. on Equalization reported progress.
A. M. Paine, by the Supervisors of the several towns, presented the following bill for printing &c for the towns. Allowed & charged tot he towns as follows:
Stamford, $2.20; Masonville, $2.15; Tompkins $2.15; Franklin, $2.25; Middletown $3.25; Kortright, $1.45; Colchester, $3.35; Meredith, $2.20; Walton, $1.95; Bovina, $2.10; Hamden, $2.36; Andes, $2.35; Hancock, $2.60; Sidney, $1.95; Roxbury, $2.25; Davenport, $2.80; Harpersfield, $1.90.
Mr. Champion presented accounts of Colchester $661.41 and asked for $640 to be raised for highway and bridge purposes & $300 for poor fund. Allowed and charged on Colchester.
Mr. Eells, presented the accounts of Walton $1618.35 including $250 for highway $200 poor fund. Allowed & charged on Walton.
A bill of S.B. Champion for printing was presented & referred to the Com. on Printers Bills.
On motion of Mr. Dowie, $50 was charged on Andes for a poor fund.
Mr.Shaw presented the accounts of Hamden $212.04 and asked that $200 be raised in said town for highway & bridge purposes. Allowed & ordered charged on Hamden.
Mr. Champlin presented a certificate of the Clerk of the Town of Colchester showing that $50 each had been voted to James Flin & Albert Signor as Soldier's Bounty and moved that the amounts be allowed them and charged on Colchester. Carried.
The Commissioners of Excise having presented their report for the year 1863 the same after being read was received and adopted.
Mr. Allaben presented the accounts of Middletown $1215.21 including $250 to be raised for highway & bridge purposes. Allowed & charged on Middletown.
The Treasurer presented a list of non resident rejected taxes of the County returned from the Comptrollers office for the year 1863. On motion the clerk was directed to reassess the same on the same lots. Where the same can be found and described and the balance was ordered charged on the several towns.
The Treasurer having presented a list of uncollected taxes in the several towns. Mr. Davis moved that the amounts in Kortright be reassessed or taxed on the same individuals. The same disposition was made of the sums in the towns of Andes, Bovina, Hamden, Middletown, Roxbury, Stamford and Sidney, Hancock and Tompkins.
The quid tax of Delhi & Walton was ordered taxed on the towns.
On motion, a bill of Sturtevant & McIntosh of $1.53 against Bovina was allowed & charged on Bovina.
On motion of Mr. H. Davis the land lords tax returned uncollected in the Town of Kortright was ordered retaxed on the same individuals and the supposition was made of the like tax of the Town of Davenport.
The rent or landlord tax of the Towns of Delhi & Middletown was ordered taxed on the respective towns.
Mr. Champlin presented a statement of highway labor assessed on non resident lands in Colchester. On motion ordered taxed on the several lots as assessed.
On motion the quid tax of Colchester was ordered retaxed to the same individual except the amounts against Edward Hood, Noah Hughstead, Wm. Ingraham & Lorenzo VanPelt which was ordered charged to the town.
On motion of Mr. Graham
Resolved that the Board adjourn until 3 o'clock p.m. and that in the mean time the members visit the County Poor House. Adjourned.
3 o'clock, P.M., Nov. 12
Board met pursuant to adjournment. Called to order by the Chair. Roll called.
Mr. Davis moved that Mr. Willis present his bill against the County.
Mr. Bradford the town accounts of Sidney $2895.12 including Bounties to Volunteers, highway damages & amount to be raised for highway and bridges. Allowed & charged on Sidney.
Mr. Bradford presented an account in favor of C. D. Fellows against Sidney of $10. On motion allowed & charged to Sidney.
On motion of Mr. H. Davis an account in favor of the N. Y. Institution for the Deaf and Dumb of $40 was allowed against the County & ordered paid.
On motion of Mr. Maples the sum of $40971.26 in pursuance of the Comptrollers Statement for the amt of State Taxes to be assessed on the County of Delaware for the year 1863 was ordered taxed on the County.
An account in favor of the Asylum for Idiots of $20 was allowed against the County & ordered paid.
Mr. Burhans called up his resolution in regard to publishing minutes.
On motion the same was referred to a Committee of three to report thereon at tomorrow's session of the Board. Comm. Messrs. Burhans, Graham & Dowie.
On motion the box containing the County accounts was produced and the accounts therein were numbered and filed & referred to the proper committee.
The Superintendents of the Poor then presented a statement of the number of poor supported at the County House during the past year, with amounts due the County from the several Towns & c which after being read was placed on file.
On motion the Board was adjourned until 8 ½ o'clock Nov. 13.
Nov. 13th, 8 ½ A.M.
Called to order by the Chair. Roll called. Minutes read and approved.
Mr. Willis moved that the sum of $50 be taxed and collected on the Town of Masonville for the payment of a Bounty to John H. Robinson pursuant to a vote of the Town. Motion carried.
Mr. Graham presented a further abstract of town accounts of Delhi-$29. On motion the same was allowed and charged on Delhi.
The accounts remaining in the box prepared for accounts were taken from the box and numbered & filed & referred to the proper committee.
On motion of Mr. Dutton, Mr. Murray was allowed to be heard on the presentation of a claim in favor of Meredith against the Town of Delhi.
On motion of Mr. Graham the last motion was reconsidered.
Mr. Burhans offered the following-
Resolved that the claim presented by Mr. Dutton of the Town of Meredith against Delhi be referred to a committee of three.
Mr. Graham moved an amendment that the Committee be instructed to report at the next meeting of the Board. Amendment carried.
Mr. Maples called fro the ayes & noes on the resolution as amended.

On motion Mr. Maples was excused form acting on the Com. and Mr. Willis was substituted.
Mr. Maples moved that Mr. Burhans be excused from acting on the Committee. Motion lost.
Mr. Graham offered the following resolution and moved its adoption viz:
Resolved That the Delaware Express, Delaware Republican, and Delaware Gazette be and they hereby are authorized to publish the official canvass providing they will do it jointly at a cost not to exceed the legal fees for publishing it in two papers.
The Chair decided the Res. out of order. Mr. Graham appealed from the decision of the Chair and called for the ayes & noes on the question.

One & ½ P.M., Nov. 13th
After calling to order & c the Committee on Court House and Jail made a report which after being read was received and placed on file.
On motion the report was referred back to the Committee to enable it to report more fully.
The Building Committee of the County Poor House made report, which after being read was received and placed on file. On motion of Mr. Maples the Building Committee of the County Poor House was allowed and authorized to draw on the Treasury the sum of Five Hundred Dollars to pay on the building contract.
On motion of Mr. H. Davis, the bonds of the County Treasurer elect , Mr. C. A. Foote, was fixed at $50000.00.
The County Treasurer having presented his report the same after being read was received and adopted & placed on file.
On motion of Mr. Burhans the sum of $1500 was ordered levied & collected for County Poor Fund for the ensuing year.
The Committee on Court House and Jail then made report which after being read was received & adopted and the amount therein recommended was allowed and ordered paid and the Sheriff was constituted a committee to expend the funds and make repairs as therein recommended.
The Committee on Printers Bills made report which after being read was received and a adopted.
On motion of Mr. Shaw the sum of $200 was ordered deducted from the amt. to be raised for town accounts in Hamden there being now on hand said sum applicable to the payment of town accounts.
The Equalization Committee made report which on motion of Mr. Burhans was laid on the table.
John Murray's bill $250 refd. to committee on Co. Claims.
Mr. Chamberlain presented the accounts of Hancock $2081.92 including amts expended for and to be raised for highway & poor purposes. Allowed & ordered charged on Hancock.
The report of the Com. on County Claims was received and adopted.
On Bill No. 56 $6.56 was allowed and the balance referred back with leave to withdraw.
The bill of Howard & Son for stationery was allowed except the item of $5.27 rejected at the last meeting of the Board.
On motion of Mr. Maples a committee of three was appointed to examine and report as to Index Book of Mortgages in the Delaware County Clerk's Office. Committee Messrs. Maples, Chamberlain & Dowie.
Harby's bill of $9.26 referred to the Com. on County Claims.
The Committee on Constables & Justices accounts made report which after being read was received and adopted. Also the Com. as to amount to be charged tot he several towns, made report, adopted & amts. charged as recommended.
A bill in favor of Thomas Harby $9.26 was allowed and ordered paid.
The Count Treasurer elect presented his bond of office. Was approved and accepted.
On motion of H. Davis, the consideration of the report of the Equalization Committee was made the special order for 6 ½ o'clock P.M.
6 ½ o'clock P.M., Nov. 13th
Quorum present. Report of Equalization Committee taken up.
Mr. Graham moved the adoption of the report.
Mr. Burhans moved an amendment to the report by adding $1.00 per acre to the Town of Delhi and called the ayes & noes.

On motion a Committee of three was appointed to examine and report as to the alleged erroneous assessment of the Deposit Bank to report at 10 o'clock A.M. Nov. 14th . Com. Messrs. Graham, Allaben and
Champlin.
Report of Committee on Sheriff's accts received and adopted.
On motion $250 was charged on Delhi for highway purposes the ensuing year.
The Special Com. on the bill of S.C. Johnson, Excise Atty. made report and after amending by striking $10.00 from the bill. The report was adopted.
On motion the Sheriff was directed not to receive any persons at the County Jail arrested for intoxication, unless they are duly committed.
On motion a committee of three was appointed to report as to amount necessary for contingent expenses in the County for the ensuing year. Committee Messrs. Maples, Rich & Ford.
On motion the Sheriff was directed to insure the Court House and jail and Superintendents of the Poor were directed to insure County Poor House Buildings.

8 ½ o'clock A. M., Nov. 14th
Board met pursuant to adjournment. Called to order by the Chair. Rolls called. Minutes read and approved.
On motion of Mr. Graham, the sum of $184.85 was allowed to the Building Com. of the County Poor House, together with interest for the amount expended by them over and above the sum appropriated for the purpose of conveying water to the Poor House Buildings, the same to be paid from the Treasury upon the order of James H. Graham.
On motion, the Treasurer instead of the Sheriff, to make or procure insurance on the Court House and jail.
Bill No. 97 referred to Com. on Co. Claims.
Bill No. 83 withdrawn. To be presented to Overseers of the Poor of Davenport.
The Supervisor of Middletown was allowed to withdraw account No. 126.
The following bills were allowed against the County, viz: S. A. Fitch, $3.00; A. G. Mattison, $9.84; Thomas Williams, $6.57.
Mr. Thompson presented a bill in favor of the Town of Bovina against the Town of Delhi.
Mr. Martin moved that the bill be referred to a committee of three to report thereon the second day of the adjourned meeting of the Board.

Chair referred the bill to the Committee having under consideration the bill of Meredith against Delhi.
On motion of Mr. Willis, E. B. Ferry's bill $15.63 was allowed and charged on the Town of Masonville.
Mr. Dowie presented the following resolution which on motion of Mr. H. Davis was adopted:
Resolved That the Clerk reduce the Equalization adopted by this Board so that the aggregate of the Equalized Real and the Personal property of the several towns shall be the same as the aggregate equalized value as fixed by the State Board of Equalization of Taxes.
Mr. Maples moved the reconsideration of the Resolution. Mr. Burhans called the ayes and noes.

On motion of Mr. Maples the power & discretion was extended to the Building Committee of the County Poor House to accept the Poor House Building.
On motion of Mr. Maples the County Treasurer was authorized to borrow on the credit of the County the sm of $4000. to pay on the contract for building the County Poor House.
On motion of Mr. Bradford, the sum of $875 was ordered assessed on the Town of Sidney to pay interest on the bond of said to the Albany and Susquehanna Railroad.
The claim of Alexander Salton $17.00 was allowed to be paid from the dog fund of the Town of Hamden.
The following bills were allowed the same to be paid from the dog fund of Delhi, viz: Henry Odell $5.00; Robt. Hammond, $3.50; J. G. Alexander, $6.00; Wm. Wright, $17.00.
The report of the Committee on Town accounts was received and adopted.
The Special Committee appointed to examine & report as to index of mortgages & c in Clerk's office, having made report the same was laid on the table to be considered at the adjourned meeting of the Board.
On motion of Mr. Ford the sum of $210 was ordered charged on the Town of Davenport for the amount of interest on the bonds of said Town to the Albany and Susquehanna Railroad.
The Committiee on contingent fund reported $1800 as the amount necessary should be raised, and also that the Treasurer should be authorized to borrow any deficiency on the credit of the County.
Mr. H. Davis moved to amend to report by fixing the sum to be raised at $1500. Motion lost.
The am't. recommended was ordered levied and the Treasurer was authorized to borrow any deficiency.
Mr. Maples moved that the same resolution as was adopted by the Board of 1862 in relation to the disposition of printing be adopted by this Board after striking out the words Official Canvass and the clause to furnish 50 copies to the Supervisors of the towns.
Mr. Graham moved as an amendment to the resolution that the Chair appoint a committee to dispose of the matter of printing Instead of its being disposed of by advertizing by the Clerk as in 1862 and that the disposition of the printing be in their discretion. Ayes and noes called on Graham's amendment.

On motion of Mr. Burhans the following resolution was adopted:
Resolved That the Hon. O. M. Allaben, Senator elect, Hon. J. B. Landfield & F. R. Gilbert be instructed to procure the repeal of the Law requiring the publication of the Session Laws in the County newspapers and resolved that a copy of this resolution be signed by the Chairman and Clerk an be presented to the gentlemen named and that they be requested to present the same as soon as practicable.
The report of the Committee on the alleged erroneous assessment of the Deposit Bank having presented their report and its adoption moved. Mr. Maples called for the ayes and noes on the question.

Bill No. 124 in favor of Warren Dimmick $10.00 was through the Supervisor of Middletown, referred back to the Overseers of the Poor of said Town.
On motion the further report of the Committee on Town Accounts was received and adopted, and all amounts ordered charged as therein recommended.
On motion of Mr. Allaben the sum of $350. was charged on the Town of Middletown for a Town Poor Fund.

Mr. Allaben presented a petition of Capt. J. B. Akerly of Company B. 27th Regiment of National Guards of N.Y. asking that the County construct or procure an Armory for the use of said Company.
On motion of Mr. Allaben the matter was referred to a Committee of five to consider and report to the Board. Committee Messrs. Allaben, Rich, Chamberlain, Champlin, and Martin.
On motion a Committee of three was appointed by the Chair to appoint the Grand Jurors among the several towns for the present year. Committee Messrs. Bradford, R. E. Davis and H. Davis.

The Select Committee to which was referred the application of Company B. 27th Regiment N.G. in relation to procuring an armory, made report recommending that said company have power to rent a suitable building in the Town of Middletown at a cost not to exceed $50. Report adopted and placed on file.
John Kinmouth, Supt. of the Poor, elect, having presented his official bond the same was duly approved & accepted.
On motion of Mr. Willis the Loan Commissioners were instructed to require Luther H. Cramer to give further security for the funds loaned him on his mortgage or to reduce the amount loaned $75.
Mr. Graham offered a resolution instructing our Senators & members of the Assembly elect to take action in regard to pension & c to soldiers & c which was adopted (See resolution on file).

On motion of Mr.Burhans the Superintendents of the Poor were allowed to charge and recive the same traveling fees for attendance before the Board that Supervisor now receive.
On motion of Mr. Allaben
Resolved That whenever the Captain of any Company of National Guards in the County of Delaware shall have procured all the papers and vouchers entitling them on demand of the Board of Supervisors to a Company Armory that upon application to the Commandant of a Regiment in whose Dist. said Company shall be located, he be requested to rent a room or building for an armory for said Company at an expense not exceeding $50 per annual & the term so rented & expires of the next following meeting of the Board of Supervisors.
Mr. Dutton offered the following resolution-
Resolved that the Superintendents of the Poor be instructed not to charge more than fifty cents per week for children supported in the County Poor House, who are under eight years of age. On motion, the resolution was laid on the table.

Resolved that the Chairman appoint at this meeting three persons of this Board to visit the several towns in this County and ascertain and report to the next Board of Supervisors what would be in their judgment, a just and fair equalized valuation of the real estate of the several towns in the county, and that such committee be compensated for such services such sums as the Board of Supervisors may think proper.
On motion of Mr. Burhans the resolution was laid on the table.

Mr. Burhans offered the following resolution which was adopted:
Resolved That the County Clerk be authorized to copy the two books of Index to Mortgages at a cost not to exceed $200 and that he procure the books at the expense of the County, he having agreed to do it for that amount.
On motion of Mr. Maples a Committee of three was appointed to consider & report as to the claim of Mr. Raymond for extra pay or allowance on the Poor House building contract. Committee Messrs. Champlin, R. E. Davis & Allaben.
The report of R. E. Scott, one of the Poor House Building Committee, having presented a statement or report the same was referred to the same Committee as above.

Resolved that the two bills audited in favor of the Towns of Bovina and Meredith against Delhi be now laid on the Town of Delhi. The extra expense of relaying the Town of Delhi to be paid of the Town of Bovina.
Previous to the adoption of the last res., Mr. Graham moved to lay the resolution on the table. Motion lost. The Committee to which was referred the matter as to publishing minutes in pamphlet from having made report the same was received & read and placed on file.
Mr. Burhans of the same committee presented a minority report, which on motion of Mr. Allaben was laid on the table.
Mr. Allaben called up the report of the Committee on Public Printing.

Resolved that the Editors of the Delaware Express & the Republican and Visitor be requested to furnish the Editor of the Delaware Gazette with the type in form for publishing the reports & accounts authorized to be published by the Board, provided he will publish the same in his paper gratis.
Mr. Burhans moved that the town accounts of the Second Assembly District be published in the Bloomville Mirror and the Utilitarian. On motion the resolution was laid on the table.
On motion of Mr. Graham the Board was adjourned until 9 o'clock A.M. December 17th.

The motion of Mr. Burhans
Resolved That the Hon. O. M. Allaben, Senator, elect, Hon. F. R. Gilbert, Hon. J. B. Lanfield, members of Assembly, elect, be and they hereby are earnestly but respectively requested to use their best endeavoring to cause the act subjecting the Leases of Land Lords to taxation for State & County purposes to be so extended as to also subject them to taxation in the Towns and School District in which the Lease land may be situated for School District & Highway purposes.
Mr. Dowie of the Committee as to plan for raising bounties & c for volunteers having presented a majority report and Mr. Maples of the same committee having presented a minority report, the said reports were received and read and placed on file.
On motion of Mr. Burhans, Mr. Johnson and Mr. Parker were allowed & requested to address the Board upon the subject of raising bounties. After which the Board adjourned until 7 o'clock p.m.

Called to order by the Chairman. Roll called.
The Committee appointed to consider the claim presented by Wm. F. Raymond for extra allowance on his contract for building County Poor House then made report which was received and placed on file.
Mr. Graham offered the following resolutions and moved their adoption:
Resolved That the County of Delaware will pay a bounty of Three Hundred Dollars to each volunteer who shall be accepted under the last call for Three Hundred Thousand men, upon the express condition that the Legislature shall legalize the action of the Board of Supervisors and authorize such Bounty to be raised by tax upon the County. And further resolved that all men accepted and paid such County Bounty shall apply upon the whole quota of the County in respective of the towns in which they were enlisted, so that each town shall share in the benefit of each enlistment in proportion to the quotas of the several towns by the apportionment of the Provost Marshall.
Resolved That we respectfully solicit the passage of an act by allowing (?) the action of this Board in offering said Bounty. And authorized in the Board to raise it by tax upon the County & that one Senator and Assembly men are requested to promptly procure the passage of such an act of Legislation.

On motion of Mr. Graham the following resolution was adopted -
Resolved that we in favor of the passage of a Law by our State Legislature increasing the State Bounty to all volunteers who shall enlist as Soldiers under the last call for volunteers & c to the sum of $300, to be paid on the mustering into the Service of said Volunteers and we recommend to our Senator and Members of Assembly to use their efforts to procure the passage of such Law.
A bill of $2.50 in favor of Dr. Allaben was audited & allowed against the County.
A bill in favor of R. Scott, one of the building Com. of County Poor House, of $4.00 was audited against the County.
On motion of Mr. Graham
Resolved that the action of this Board upon the claim of Mr. Raymond for extra allowance on Poor House contract, shall not preclude him from presenting his claim and having it considered by the next Board of Supervisors.
On motion of Mr. Graham the sum of $35 was allowed to Wm. F. Raymond, $25 being for amt paid by him for contractors licenses & $10 for lumber furnished for water pipes at County Poor House.
The action of the Board on the account of John B. Bowen was reconsidered and the account was allowed at $21.03.

A bill in favor of Dr. Allaben of $63 not acted upon at the annual meeting was called up and referred back to the Superintendents of the Poor and they were directed to act upon it.
The committee on Supervisors bills then made report. On motion the report was received and adopted and the several bills were audited & allowed as recommended (See printed lists of Supervisors bill hereto annexed).
A bill in favor of C. Howard & Son of $4.05 was presented and allowed.
A bill of G. S. Mead for services during the session of the Board of $22.00 was presented and allowed.
A vote of thanks was then extended to the Chairman and Clerk of the Board and to the Sheriff of the County for the gentlemanly & efficient manner in which their several duties had been performed.

pursuance of the Statute in such case made and provided would respectfully report as follows: Whole number of Licenses granted by said Board for the year 1863, as hereinafter set forth, 66. Whole amount of money received for Licenses during the year 1863, is $1,980.00; which amount has been
duly paid over to the County Treasurer and his receipts taken therefor. The following is a true statement of the Licenses granted during the year, the names of the persons licensed,
the town in which the licenses was granted and the sum paid for each license respectively: Board continued in session ten days. Recapitulation: Whole number of licenses granted 66 Whole number receive $1,980.00 Nothing has been received by way of fines and penalties. All of which is respectfully submitted. annual meeting of said Board in November, 1863. B F Gerowe, Clerk of the Board of Supervisors ANNUAL REPORT OF SUPERINTENDENTS OF THE POOR FOR 1863 The Superintendents of the Poor of Delaware County present to the Board of Supervisors the following
Annual report: There has been expended for the support of the poor at the County Poor House from Nov. 1, 1862 to Nov.
1, 1863, $2,187.31. Which sum includes expenses of clothing, provisions and Physician's bills at the house, keeper's salary and
all the incidental expenses necessary to carry on the poor house farm. There has been had by the poor at the house during the year 2,006 weeks and 5 days board at an average
cost of $1.00 per week. Of that number of weeks there has been had by the poor belonging to the several towns for
the year ending Nov. 1, 1863, 1,478 weeks and 3 days board at $1.00 per week, amounting to the sum of $1,611.48. Charged as follows:
There remains to be charged to the County 528 weeks and 2 days board at $1.00 per week amounting to the sum of $575.83 To which add the amount charged to the several towns 1,611.48 Which makes the expenses for the year as above stated 2,187.31 There was due the County Poor Fund from the towns Nov. 1, 1863 1,477.20 Balance due poor fund Nov. 1,1863 2,172.45 There has been fines paid into the poor fund 125.00 1,774.65 Which makes the poor fund for last year The Superintendents have drawn check on the Treasurer for the sum of 2,901.01 Treasurer's fee on poor fund 29.01 Balance in Treasury Nov. 1, 1863 844.63 3,774.65 The whole number of poor supported at the Poor House the year ending, Nov. 1, 1863, was 68; of which number 24
were county poor and 44 were town poor. Discharged 20, died 5. Remaining in the house Nov. 1, 1863, 43. Idiots
5, Insane 10. The stock remaining on the farm Nov. 1, 1863 was 2 yoke of oxen, 14 cows, 1 yearling heifer, 3 calves, 4
fatting hogs and 4 shoats. There has been raised on the farm 1,100 sheaves of rye, 3,660 sheaves of oats, 45 bushels of buckwheat, 16
bushels peas, 220 bushels potatoes, 350 bushels ears of corn, 9 bushels beans, 100 bushels turnips, 14 bushels beets,
45 bushels carrots, 6 bushels onions, 156 head cabbage, 16 firkins of butter. The Superintendents think the sum of $1,500 in addition to the amount due from the several towns find the

The undersigned further reports, that in pursuance of the Statutes in relation to Indigent Lunatics and the State Lunatic asylum for citizens of this county, after due examination and proofs of their lunacy and indigence (which examinations were attended by one or more of the Superintendents of the Poor) have since the date of this last annual report, been sent to the State Lunatic Asylum at Utica upon orders made by the undersigned, to wit: Louisa Caroline Dan, on condition that the expense of her conveyance to and from the Asylum, and also $1.50 per week for her board while there, should be defrayed by her husband. Edwin S. White, on the same condition as to the expense of conveyance and of $2 per week for his board while there, to be borne by his father. Jane Henderson on the like condition as to the expense of conveyance, and $1.75 for her board, while there, to be defrayed from her property. And John Cutting wholly at the expense of the county.
